I 摘要 近年来铁路系统发展迅速，在为公众的出行带来方便的同时，也会有突发事件出 现。尤其随着环境不确定性程度的增加，突发事件越来越多，造成的负面影响也越来 越大，而对于应对突发事件的应急物资的管理也就成为一个重要问题。大部分铁路企 业虽然建立了应急物资管理体系，但是系统组织体系不完善、采用的管理方法落后等 原因导致许多铁路企业的应急物资管理体系不能满足实际的需求，在应急物资管理体 系中，关键在于保障应急资源的储备和运输，在第一时间能够向需求地提供足够多的 物质资源。为了对HR铁路公司的应急物资管理效率进行有效的提高，本文从HR铁 路公司的应急物资管理方案的角度，对其进行研究与分析。 在对HR铁路公司急需物资进行管理的过程中，本文主要依据与应急管理、物资 布局以及应急物资管理等相关的理论综述。在介绍HR铁路公司的前提下，从应急物 资管理现状和存在的问题等方面进行了分析，发现HR铁路公司在应急物资管理方面 存在着储备管理混乱、应急物资采购工作不规范、应急物资调运效率低和应急物资管 理不科学等问题，并对其原因进行了分析。针对存在的问题及原因，本文从物资储备、 物资采购、物资仓储、物资调配以及物资使用五个方面进行了方案设计。此外，通过 制定一系列规章制度并提供基本的保障措施，有效解决HR铁路公司在对应急物资进 行管理的过程中存在的各种问题，最终目的是提高HR铁路公司的应急物资管理效 率。 本文对HR铁路公司应急物资管理具有一定的应用价值，也为类似业务的研究提 供了参考。 关键词： HR铁路公司；应急物资；应急物资管理 ABSTRACT III ABSTRACT In recent years, the railway system has developed rapidly, and while it is convenient for the public to travel, there will be emergencies. Under the premise of introducing HR railway company, it analyzes the status quo and existing problems of emergency materials management, and finds that HR railway company has disorder of reserve management in emergency material management, irregular procurement of emergency materials, and efficiency of emergency materials transportation.
