摘 要
人才是经济社会发展的第一资源,海外高层次人才更是我国参与国际竞争、实
现经济社会全面协调可持续发展的重要来源。目前国内采取积极措施与手段,全面推
行海外高层次人才引进计划,大力引进海外高层次人才回国创新创业。本文正是基
于这样的背景,针对海外引进人才与本土人才聚集共处后如何协调发展的问题,通
过构建海外引进人才与本土人才协调发展机制,以促使两类人才共生共融共荣,共同
为国家贡献力量为目的进行了研究。

本文首先阅读参考了人才引进、管理的相关文献欧亿·体育(中国)有限公司,结合多元化管理、协调发展
等相关理论,为论文写作打下理论基础。第二,对海外引进人才和本土人才的概念和特
征进行了辨析,在此基础上,借鉴协调发展的相关理论基础,将协调发展理论应用到人
才管理的领域,订立了两类人才协调发展的标准等,进而引出海外引进人才与本土人才
难以协调发展问题。第三,针对海外引进人才与本土人才的难以协调发展问题,从人才、
环境、资源、利益、成果几个要素出发,指出了其表现形式,并从政策、经济、文化、
内部机制等方面深入分析其成因。第四,本着正确处理引进人才与盘活现有人才的关系
的原则,通过引入“人才蓄水池”模型,并从遴选评审,人才特区,双轨评价,高效激
励,合作共生几个方面进行机制建设,促使两类人才间的协调发展。第五,提出海外引
进人才和本土人才协调发展的保障措施,包括环境保障和政策保障。

Abstract
Talent is the first resource of the economic and social development. High-level overseas
talents are the special resources for our country participating in international competition and
realizing comprehensive, balanced and sustainable economic and social development. At
present, our country is organizing the implementation of overseas high-level talents
introduction plan, by co-ordinate the policies and improve the mechanism. Based on this
background, this paper is aimed at solving coordinated development problem between
overseas introduced talents and local talent after gathered, to make sure two types of talent
symbiosis harmony and co-prosperity, jointly contribute to our nation.
This paper firstly has carried on the extensive literature review, by studying the related
talent introduction theory, and fully analysis personnel coordination problem research status at
home and abroad, drawing lessons from its experience, which is the basis of the research.
Second of all, this paper distinguishes the concept and characteristics of two kinds of talent.
The coordinated development theory is applied to the field of talent management, we
conclude the coordinated development standard of the two types of talents. Thirdly, in view of
overseas talents introduction and local talent discordant problem, this paper points out the
pattern of manifestation taking talents, environment, resource, interests and achievements into
consideration. We summarize its causes from the aspects such as policy, economy, culture,
internal mechanism. Fourthly, in line with correctly handle the relationship between talent
introduction and revitalize the existing talented person, with the introduction of talent
reservoir model, we construct mechanism from the aspects of selection and evaluation, talent
special zone, dual track evaluation, Efficient incentives, cooperation and symbiosis, to prompt
the solution of the problem. Fifth, we put forward the overseas talent introduction and
coordinated development of local talent security measures, including environmental
protection and policy guarantee.
