摘要
人才资源是推动经济社会发展的重要战略资源,在国内外高度重视人才发展的环
境下,海淀区进一步确立了“人才强区战略”,并在人才引进,尤其是高科技人才引
进方面取得了一定成果,为区域发展提供了有效的智力支持。然而,随着区域经济社
会的发展和全球化浪潮的推演,海淀区高科技人才引进工作正面临着新的挑战

通过调查走访发现,人才引进,尤其是高科技人才的引进,是困扰着海淀科技园
区的一个重要问题,存在着人才引进政策局限、人才供需存在一定矛盾、人才争夺日
趋激烈、人才承受压力大、人才资源流失等问题

为了探明海淀科技园区高科技人才引进体系,发现园区在高科技人才引进方面的
具体问题,并有针对性地提出相应的建议,本研究通过搜集查阅相关文献欧亿·体育(中国)有限公司、座谈
走访相关企业和部门,在问卷调查的基础,运用 SPSS 统计分析工具对收回的数据进
行了无效剔除、录入和分析。运用这些方法,本研究对园区目前人才引进的特点、组
织体系和重大引才抓手进行了分析,以明确园区高科技人才引进的现状,发现困扰园
区人才引进的问题。然后本研究对国内外其他国家和地区的人才引进状况进行分析,
为提出园区人才引进的建议提供经验思路。最后,根据欧亿·体育(中国)有限公司分析、访谈、调查的结果,
在借鉴其他国家和地区先进经验的基础上,针对海淀科技园区在高科技人才引进方面
存在的问题,从建立全面系统的海淀科技园区高科技人才评价标准体系、系统构建园
区高科技人才激励体系、完善产学研结合人才吸引机制和优化园区高科技人才引进环
境方面,本文提出了相应的建议,为园区高科技人才引进工作提供理论参考

Abstract
Talent resources are important strategic resources to promote economic and social
development. With great importance to talent development by the domestic and foreign,
Haidian District in further established the policy of strategic of talent, and achieved some
results in aspect of introduction of talents, especially the aspect of high-tech talent
introduction, providing effective intellectual support for the regional development.
However, with the development of regional economic and social development and
globalization to deduction, Haidian District high-tech talent introduction work is facing
new challenges.
Through the investigation,the study discovered that, the introduction of talent,
especially the introduction of high-tech talent, is one of the important problems of Haidian
science and Technology Park. There are many problems such as introduction policy
limitation, contradiction of talent supply and demand, fierce talent competition, huge
personnel pressure, loss of human resources and so on.
In order to study the high-tech talent introduction reflects the Haidian science and
Technology Park, discovery park to introduce specific problem in the context of high-tech
talent, and has put forward the corresponding recommendations, this study collected
through review of relevant literature, discussion and visit the relevant enterprises and
departments, based on the questionnaire survey, using SPSS statistical analysis tools were
removed, invalid entry and analysis of the collected data. Using these methods, the research
on the park's current characteristics, the introduction of talent of the organization system
and the major introduction gripper are analyzed, the introduction of high-tech talent status
to clear the park, found problems plagued Park talent introduction. Then this study at home
and abroad on other countries and regions of the introduction of talent situation analysis,
provide experience for the introduction of ideas suggested Park personnel. Finally,
according to the analysis, interviews, survey data results, on the basis of the advanced

Technology Park in the high-tech talent introduction problems of system construction,
