机场作为民用航空运输事业的载体，在我国交通运输欧亿·体育（中国）有限公司中承担着重要角色。同
时，随着我国民航强国和交通运输强国战略实施的深入，机场作为空中交通运输地面
保障桥头堡的战略地位日渐凸显。近年来，伴随我国民用航空运输市场需求的增加和
民航监管机构日益增长的航空保障安全要求，各地方机场相继加大航站楼、服务安全
设施、特种设备等固定资产的投资规模和改扩建工程，从而更好地开展航空运输地面
保障作业和增强自身竞争力。固定资产管理作为企业内部控制建设的一部分，在企业
日常管理工作中发挥着不可替代的作用。机场作为传统的资产密集型企业，固定资产
不仅在总资产中占据较大比例，同时也是机场开展日常生产经营活动的重要物质基
础，固定资产管理水平的高低直接或间接地影响着机场的运营服务质量以及安全保障
水平。因此，如何有效地开展固定资产内部控制工作，实现固定资产的保值、增值与
安全运行，是机场内部控制建设的核心内容，对机场经营管理的提质增效和可持续发
展具有重大意义。
GL机场作为我国中南地区著名的航空旅游运输枢纽，近年来持续加大固定资产
投资力度，以进一步提升生产经营水平与增强外部竞争力，为冲击千万级机场的目标
打下坚实基础。面对庞大的固定资产规模，GL机场制定与构建了一系列的规章制度
与信息系统管理系统对固定资产进行内部控制，并取得了一定成效。但同时也存在着
以下不足，具体为：固定资产购置存在缺陷、验收工作不严谨、更新改造滞后、日常
管理欠佳、报废处置存在漏洞以及信息化管理落后。究其原因，主要是因为GL机场
内部控制环境不理想、风险管理制度存在缺陷、控制活动不完善、信息化建设重视不
充分以及内部监督力度不足等。
针对固定资产内部控制存在的问题，GL机场可从以下五个方面入手。第一，优
化内部控制环境。GL机场应完善制度建设，并定期开展固定资产内部控制培训和科
学配置固定资产管理人员数量，以此来增强机场员工的固定资产内部控制意识和提高
固定资产管理质量。第二，建立健全风险管理机制。GL机场应建立固定资产风险评
估机制和风险事项库，以此来识别和发现固定资产管理工作中可能存在的风险，避免
事后因防范不及时而导致固定资产的流失。第三，完善内部控制活动。控制活动既是

内部控制政策的执行环节，也是内部控制工作的核心环节。因此，针对目前固定资产
控制活动存在的问题，GL机场应优化预算申报制度，规范采购流程，规范验收工作，
及时更新改造固定资产，统一编码标准，制定年度清查计划以及完善报废处置流程，
进一步规范固定资产控制活动环节。第四，完善信息与沟通方式。信息化管理与部门
协作是现代企业管理的重要举措，加大信息化建设的投入和加强部门间沟通协调不仅
有助于提高固定资产管理工作的透明度与效率，还有利于解决GL机场固定资产因规
模庞大而导致的管理困难问题。第五，加强内部监督。固定资产内部控制工作的有效
开展离不开强有力的内部监督，因此GL机场应积极设立内审小组，加强固定资产管
理活动的监督工作。
固定资产内部控制是一项专业且复杂的工作，不仅是实现企业战略目标的驱动力
量，也是深化国有企业改革的重要内容。因此，本文旨在加强与优化GL机场固定资
产内部控制的同时，也期望本文的研究思路和分析方法能够为其他交通运输企业的固
定资产内部控制研究与优化提供借鉴意义，以提高交通运输欧亿·体育（中国）有限公司固定资产的管理水平
和经济效益。

Abstract
As the carrier of civil aviation, the airport plays an important role in China's
transportation industry. At the same time, with the deepening of the implementation of
China's strategy of civil aviation power and transportation power, the strategic position of
the airportas the bridgeheadof air transportationground protection hasbecome
increasingly prominent.In recent years, with the increase of China's civil air transport
market demand and civil aviation regulators’ requirements of aviation security, local
airports have increased terminal, service security facilities, special equipment and other
fixed assets investment scale and reconstruction project, so as to better carry out air
transport ground security operations and enhance their competitiveness. As a part of the
internal control construction of enterprises, fixed asset management plays an irreplaceable
role in the daily management of enterprises. As a traditional asset-intensive enterprise, the
fixed assets not only occupy a large proportion of the total assets, but also are an important
material basis for the daily production and operation activities. The high level of fixed
assets management directly or indirectly affects the operation and service quality and
security level of the airport. Therefore, how to effectively carry out the internal control of
fixed assets and realize the maintenance, appreciation and safe operation of fixed assets is
the core content of the airport internal control construction, which is of great significance
to improve the quality, efficiency and sustainable development of the airport operation and
management.
As a famous air tourism transportation hub in central south China, GL Airport has
continued to increasing investment in fixed assets in recent years. In order to further
enhance the production and operation level,enhance external competitiveness, and lay a
solid foundation for the goal of hitting tens of million airports. Faced the huge scale of
fixed assets, GL Airport has formulated and constructed a series of rules and regulations
