以石化 YZ 分公司 S 厂 A 项目改扩建工程投资决策为例,笔者主
要用案例分析的方法,通过对石化系统成熟运用的判别指标和方法进
行描述,同时描述 A 项目作为改扩建工程,在实际决策中增加分析
的内容和因素,全面分析比较独资与合资两种方式来投资建设该项目
的优缺点,引入了有无对比,除了计算新建部分的效益,也在全厂的
层面上进行了计算对比,并在这些分析的基础上找出当时分析过程还
存在的一些缺陷,主要在于判别指标的孤立使用,从单方面讲实现了
定量分析,从某种程度上来讲还是定性分析,因为没有把这些指标联
系起来,得出一个综合定量的概念。于是笔者尝试着提出应用一些辅
助决策工具及方法来加强对于项目判别,综合灰色关联决策模型和风
险管理分析的方法,结合运用技术经济分析理论、全生命周期成本分
析以及系统分析理论等多个理论,在原料来源、市场构成、产品竞争
力、工艺技术、投资等多因素上探讨了项目建设的可行性,同时研究
项目建设的风险和屏蔽风险的措施,尤其是环境风险的分析和应对,II
并提出适用于该改扩建项目投资决策的程序与方法,为该类项目投资
决策提供一个可供参照的思路和方法,为石化系统决策管理提出改进
建议,从而有利于此类改扩建项目投资决策更加科学合理

INVESTMENT DECISION STUDY OF A PROJECT’S
RECONSTRUCTION FOR SINOPEC ASSETS YZ
BRANCH
ABSTRACT
When an enterprise invests, its main goal is to earn economic
interest. After the environmental assessment and stability assessment, it is
time for the project economic assessment. When The decision makers in
the enterprise face the problems such as “Invest the projects or not”,
“How to invest, sole proprietorship or joint venture”, “Which company’s
chemical process and equipment should we choose”, scientific
decision-making is important to an enterprise.
Take the SINOPEC YZ subsidiary S factory A project reconstruction
and extension project decision-making for example. The author mainly
use case study, describing the petrochemical system by its mature
technique Data. At the same time, define A project as a reconstruction and
extension project, add some analysis and factors in the decision making
process by fully analyze the merit and demerit of sole proprietorship or
joint venture. By introducing the with or without comparison, not only
counting the new construction benefits, but also counting the benefits on
the whole factory level. Based on the analysis above, mainly use the
technique data solely to find out the defect of the analysis. On the oneIV
hand, it is quantitative analysis , on the other hand, it is still qualitative
analysis. We have not link these technical data, and make up a
comprehensive conclusion. So, the author try to use technical proposal
analysis, the whole life cycle cost analysis, systematic engineering
analysis, combined with the grey relational decision making model and
risk management theory, discuss the feasibility of project construction
based on the factors such as the source of the raw material, the
construction of market, the competitiveness of product, chemical process
technology, along with studying project risk and risk blocking measure.
Through comprehensive analysis the strength and weakness of sole
proprietorship and joint venture, this article is targeted at come up with a
scientific decision-making process and methods for the reconstruction
and extension project, provide available reference for the similar project
and put forward suggestions of improvement for decision-making
management, there for is conducive to make the invest decision more
scientific reasonable.

1.1 研究背景及问题提出
随着我国经济发展方式的不断转变升级,很多企业为了自身的生存和发展,本着坚
持“低投入,高产出,实现投资效益最佳化”的方针,上马了一些改扩建项目,其目的在
于调整产品结构,提高技术水平,降低资源消耗,改善劳动条件,治理生态环境等。企
