本文针对当前国内外日益严峻复杂的航空安保形势,结合XY机场安保工作体系运作

及反恐防恐工作的现状,分析了开展安保体系建设研究的重要意义和迫切性,提出应用

风险控制理论、开展安保风险分析、研究安保风险有效管控的思路。文章在分析XY机场

安保工作的现状、面临的形势以及存在的问题的基础上,通过与国内外先进机场安保工

作的对比,找出XY机场目前安保工作在体系建设方面存在的差距,进一步提出利用风险

控制的相关理论解决上述问题的应对措施。文章系统梳理了机场安保工作方面的主要危

险源以用可能产生的后果,并从危险发生的可能性和造成后果的严重性两个维度,量化

评价危险的等级,建立相应的风险分级标准模型,提出对XY机场安保风险分级管理的设

想,并通过区分不同等级的风险威胁程度,建立起具有针对性的航空安保应对措施,以

有效缓解机场安保工作面对的不确定性,完善机场安保分级响应措施,统筹利用有限的

安保资源,实现民航机场安保体系的系统强化,确保民航安保工作水平始终处于可接受

的状态,促进机场安保体系的持续有效。

Abstract

At present, the situation on aviation security is more and more serious in

our country and abroad. For the anti-terrorism situation on XY airport, this

article analyzes the importance of the construction on airport security system. It

tell us that we need use the theory of risk control to analyze the risk of security

and give us a method to control an airport security risk. On the basis of analysis

the security situation of XY airport, the article wants to find the gap between XY

airport and the better airport all over the world. Then to give us a train of

thought to solve this question. The article try to find all the hazards of XY

airport、s security system, then through two dimension, the possibility of hazards

and the severity of its consequences, to evaluation the grade of the hazards, then

construct a model to give the response method. At last, we can make the airport

be more and more safer, and make the level of the civil aviation's security is

always on an acceptable situation.
