事业单位改制是深化社会主义经济体制改革的重点之一,事业单位改制,尤其
在人力资源管理方面,会面临很多问题。
本文通过对吉林省轻工业设计研究院转企改制过程中人力资源情况进行调
查研究,根据调查结果对人力资源情况做出诊断,针对绩效考核人浮于事,薪
酬结构不合理,无正规培训等人力资源问题制定解决方案,采用 360 度绩效考
核对员工进行考核,提高员工在新企业中的工作效率,运用十因素法对吉林省
轻工院现在岗位重新制定薪酬体系,使薪酬更适合新企业,更能激励员工为新
企业工作;为了使转制后的企业更具竞争力,还对企业培训进行了整合,使事
业单位在转制后向着学习型企业过渡,力求使新企业不断完善自己。通过这些
人力资源问题的解决来保证吉林省轻工院顺利完成转制,在激烈的市场竞争中
仍能保持竞争优势。希望其它转制中的事业单位能够从研究中获得启示,为转
制中的事业单位提供一些可借鉴的经验。

Abstract
The study of HRM of the Institute of JinLin light technology
at the transformation of its enterprise system
Entering the 21stcentury, the rapid development of the global politic,economy
and culture, earth-shaking changes have taken place on the Chinese land. In order to
adapt to the changes, China’s economic system reform and political system reform
have been developed. The Institutional Organization reform is one of the focal points
in deepen financial system reform, which will encounter more troubles, especially in
the human resource management.(HRM)
In this paper, we investigate and analysis current Human resource management
situation in JiLin province light industry design and researchinstitute , according this
we also put forward solutions to the problems in Human resource management aspect
such as performance examination, overstaffing , unreasonable Salary structure and no
formal training to ensure completion of reform. The paper also provides the
experience and the enlightenment for other Institutional Organization.
