S公司政府科研项目综合评价研究及改进 Research and Improvement on Comprehensive Evaluation of Government Scientific Research Projects of S Company 专业类别： 工商管理 研究方向（领域）：组织与战略管理 作者姓名： 指导教师： 企业导师： 冯思缘 冯楠 无 答辩日期 答辩委员会 主席 2020年 5月 26日 姓名 白彦壮 王媛 职称 工作单位 天津大学 天津大学 天津大学 副教授 副教授 副教授 委员 殷红春 王鹿 高级经济师允能环境科技（天津）有限公司 天津大学管理与经济学部 二〇二二年五月 摘要 近年来，企业作为科研活动的创新主体已经越来越多的参与到了政府的科 研项目中，并承担着重要的科研任务。参与政府的科研项目对企业有着节约研 发投入、人才培养、提升企业形象等益处。然而，针对政府科研项目的绩效评 价方法主要是从政府角度考评项目承担单位，因此与企业对自身承担项目的评 价视角和目的还是有很大的差别，缺少一个用于企业评价其自身承担政府科研 项目的综合评价体系，从而提升企业政府科研项目管理水平。 本研究综合了高新技术企业评级指标体系，以及现有政府科研项目的绩效 评价的指标体系，并结合德尔菲法，提出了适用于本研究情境的综合评价指标 体系。由于科研项目评价是一个多维度的评价过程，为了更贴近于项目实际评 价需要，便于非数据性质的指标应用，本文为 S公司制定了各指标项的评价量 表。在此基础上，分别采用层次分析法和熵值法两种主、客观评价方法为指标 体系赋权，进而构建 S公司的政府科研项目综合评价模型。 本文通过 S公司的政府科研项目评价模型分析了 12个不同类型的科研项目， 并对项目的评价结果进行了多角度分析。最后，依据分析结果提出了相应的改 进建议。 关键词：政府科研项目、高新技术企业、综合评价、层次分析法、熵值法 I ABSTRACT As the innovation subject of scientific research activities, enterprises have increasingly participated in government scientific research projects and undertaken significant tasks in recent years. The participation in government scientific research projects has the benefits of saving R&D investment, training talents, and improving corporate image for enterprises. However, the performance evaluation method for government scientific research projects mainly evaluates the project undertaking units from the perspective of the government, so it is quite different from the evaluation perspective and purpose of enterprises for their own projects
