摘要
随着国内建设项目竞争的加剧,我国施工企业走出国门承揽跨国项目成为常
态。跨国项目的实施过程中,建设周期相对较长、建设环境相对复杂,可能遇到的
风险因素增多。特别是对于初次涉足跨国项目的施工企业,在新环境中如何科学识
别各项风险,有效地开展风险管理工作,遏制风险事故的发生,最终达到规避或者
减少项目损失,对提升项目经济效益具有很重要的现实意义。
本文以国有企业 JK公司在安哥拉以施工总承包业务模式实施的“桥梁项目风
险管理”为分析研究对象,首先介绍了国内与国外风险管理研究发展现状,在详
细深入调查 JK公司安哥拉桥梁项目所面临的潜在风险因素的基础上,综合运用调
查走访、查阅文献、专家咨询等方法建立了 JK公司安哥拉桥梁项目风险清单;其
次,建立了 JK公司安哥拉桥梁项目风险评价指标体系,构建了 JK公司安哥拉桥梁
项目风险评价模型,评价了风险等级,最后提出了风险应对方案。
通过模型的计算分析可得, JK公司安哥拉桥梁项目社会风险对风险管理影响
最大,指标层中对风险管理影响最大的依次是语言障碍风险、材料价格上涨风险、
管理能力风险、分类管理风险,盗抢风险、应急管理风险、技术水平风险,这和
项目的具体情况基本一致。项目风险评价等级为高,需要根据评价结果对各风险因
素进行重点应对。

ABSTRACT
With the intensification of competition in domestic construction projects, it has
become a norm for Chinese construction enterprises to go abroad and undertake
cross-border projects. In the implementation process of cross-border projects, the
construction cycle is relatively long, the construction environment is relatively complex,
and there may be an increase in risk factors encountered. Especially for construction
companies that are new to cross-border projects, it is of great practical significance to
scientifically identify various risks, effectively carry out risk management work, curb
the occurrence of risk accidents, and ultimately avoid or reduce project losses in the
