近年来随着医改政策的稳步推进和中药的不断发展,我国出台了一系列的政
策法规扶持中药产业的发展,业内大型企业纷纷通过寻访古方、现代应用等方式

进行中药的传承与创新,中药的国际化进程也正在全面提速,不断走出国门、
走向国际并逐渐被认可接受。兰州佛慈制药公司(以下简称“佛慈公司”)是一
家拥有近百年制药历史的国有控股上市公司,业务集中在药材种植与加工、天然
药物与保健品研发、中药现代剂型及保健食品生产销售领域。作为高新技术欧亿·体育(中国)有限公司
企业,人才是佛慈公司最关键的发展因素之一,国家对于药品生产领域企业“四
个最严”的要求也对生产人员能力素质提出了更高要求,与形势需求相比,企业
目前的培训工作还存在员工参训意识不够强、组织形式较单一、结果使用不到位、
师资建设较薄弱等问题,客观制约了企业培训工作的高质量开展,故有必要对原
培训体系进行优化。
本文基于培训需求分析、培训效果评估、胜任力素质模型等相关理论和方法,
对佛慈公司生产人员培训体系进行优化。首先查阅佛慈公司生产人员培训相关制
度,整理、归纳企业培训的现行做法。然后发放调查问卷实施生产人员培训现状
调查,更加全面了解佛慈公司生产人员培训现状,寻找佛慈公司目前培训工作存
在的问题,然后针对这些问题开展个别访谈,结合岗位说明书,进一步了解掌握
生产方面各个岗位绩效标准和生产人员学习需求,确定企业开展培训的客观需求,
构建胜任力素质模型,科学分析不同岗位要求的胜任力素质,针对性优化培训体
系,努力提升销售人员工作积极性和岗位满意度。
论文结论表明,通过对培训计划、组织实施、内容方式、师资力量、效果评
估、结果使用等环节进行优化,能够增强培训对生产员工技能水平的提高程度,
提升员工忠诚度、工作满意度,促进企业生产朝着高质量、精细化、高效率方向
发展,最终为实现企业战略提供有力的产品生产供应及工艺技术保障。

Abstract
In recent years, with the steady advancement of medical reform policies and the
continuous development of traditional Chinese medicine, China has issued a series of
policies and regulations to support the development of traditional Chinese medicine
industry. Large enterprisesin the industry have carriedout the inheritance and
innovation of traditional Chinese medicine by visiting ancient prescriptions and modern
applications

. The internationalization process of traditional Chinese medicine is also
accelerating in an all-round way, constantly going abroad, going international and
gradually being recognized and accepted. Lanzhou Foci Pharmaceutical Co., Ltd.
(hereinafter referred to as "Foci company"))Itis a state-controlled listed company
with a pharmaceuticalhistory of nearly 100years. Its business focuseson the
cultivation and processing of medicinal materials, the development of natural drugs and
health products, the production and sales of modern dosage forms of traditional Chinese
medicine and health food. As an enterprise in high-tech industry, talents are one of the
most criticaldevelopment factorsof focicompany. The state's"four strictest"
requirements for enterprises in the field of drug production also put forward higher
requirements for the ability and quality of production personnel. Compared with the
needs of the situation, the current training work of enterprises still has some problems,
such as insufficientawareness of staff participation,single organizational form,
inadequate use of results The weak construction of teachers objectively restricts the
high-quality development of enterprise training. So it is necessary to optimize the
original training system.
Based on the relevant theories and methods such as training demand analysis,
training effect evaluation and competency model, this paper optimizes the production
personnel training system of foci company. Firstly, consult the relevant systems of
production personnel training of foci company, sort out and summarize the current
practices of enterprise training. Then, a questionnaire was issued to investigate the
current situation of production personnel training, so as to have a more comprehensive
understanding of the current situation of production personnel training of foci company,

find out the problems existing in the current training work of foci company, and then
conduct individual interviews for these problems, combined with the job description,
to further understand andmaster the performance standards of variousposts in
production and the learning needs of production personnel, Determine the objective
needs of enterprises to carry out training, build a competency model, scientifically
analyze the competency requirements of different positions, optimize the training
system, and strive to improve the work enthusiasm and job satisfaction of salespeople.
The conclusionof thepaper showsthat byoptimizing thetraining plan,
organization and implementation, content and mode, teachers, effect evaluation, result
use and other links, it can enhance the improvement of training on the skill level of
production employees, improve employee loyalty and job satisfaction, and promote the
development of enterprise production towardshigh quality, refinement and high
efficiency,Finally,it providesstrongproductproductionsupply andprocess
technology guarantee for the realization of enterprise strategy.
