随着新冠在国内外相继出现，多国政府出台居家隔离举措来防止疫病的扩散。疫
情的出现虽然压制了海内外市场对线下门店的大量消费需求，但闭门不出的日子却使
得线上消费需要逐步释放，从而促使了线上购买成为最主要的购买方法。而对于以电
子商务平台为基础，以社区团购为核心服务发展的部门来说，急需适应对外部市场需
要迅速而频繁的变动，从而建立迅速应对变动市场的能力，从而形成更加规范而灵活
的成熟的"游击队"，以服务于更多用户，实现更高的市场占有率和获得更佳的效率效
益，让产品质量更好交付更快。不过，根据中国互联网企业的技术特点，如何向以传
统的介于瀑布式研发过程与敏捷开发之间的状态为最基本的软件开发过程转变，选择
更加合理的开发过程并促进软件产品的质量与交付效果改善，是企业目前亟待解决的
问题。
论文内容重点研究了互联网企业软件开发项目的研发管理模式问题，并致力于提
高产品交付效率和产品质量，包括了对项目开发过程的总结，组织的研究报告，对智
慧开发管理模式的介绍，最后完成了对研发管理模式发展脉络的总结和对国外的有关
论文的汇总。在项目实施阶段，本文采用了智慧开发管理理论，从高效团队、价值过
程和工具以及技术三项重要子系统出发，详尽地介绍了 F部门怎样运用敏捷型研发项
目管理方法，对 F部门的软件开发过程实施基础建设，并设计系统框架，将实施过程
与工具连接，提供相关的评估指标和分析执行成果，并通过对执行成果的观测，衡量
研发流程优化的效果是否达到预期，衡量研发流程优化的效果是否达到预期。
F部门随着市场环境和行情的改变，通过在一些较核心的产品线开发过程上率先
实施，并落地了一套基于智慧产品开发管理系统的产品研发过程优化方法，以逐步实
现产品开发交付质量和工作效率的提高，已经建立了一整套比较符合于互联网企业特
点的产品开发过程优化方法，并将在实施的过程中持续优化改进，并打算进一步在公
司内部其他的产品线中推广应用。作为产业中的研究过程优化方法较为良好的示范，
本文通过对案例的深入研究，为揭示企业研发过程优化方法创新方向提供了价值借鉴
与经验参考。

In 2020, as COVID-19 broke out at home and abroad, many governments issued home
quarantine measures to prevent the spread of the disease. The outbreak of the epidemic has
suppressed offline consumer demand in domestic and overseas markets, but the closed life
has further released online consumer demand, making online shopping the mainstream
shopping way. To based on the electric business platform, community group as the core
business sector, the development of the need to adapt to the changing of the external market
demand for rapid and frequent changes form the fast response ability, build specification and
agile mature "guerrillas", to serve more users, achieve higher market share and obtain better
efficiency benefits, to better product quality, delivery faster. However, based on the
technical characteristics of Internet companies, how to transform from the traditional state-
based software development process between waterfall development and agile development
to adopt a more appropriate RESEARCH and development process and improve product
quality and delivery efficiency is an urgent problem to be solved at present.
This thesis mainly studies the Internet company software development project
development management issues, to improve efficiency of product delivery and quality,
including the research and development process of combing, group discussion, description of
research and development of intelligent management model for agile and existing
development model and their advantages and disadvantages of introduction, finally has
carried on the research and development management development vein combing and
review the related literature at home and abroad. In the implementation stage, the article
based on the theory of intelligence research and development management, from the
efficient organization, value flow and three key subsystem of the tools and technology,
expounds the F department how to adopt the management mode of agile development
software development process for the F department construction, and design the system
architecture, implementation process and tool chain, put forward the corresponding
evaluation index and the analysis of the results, Through the observation of the
