摘要
社会稳定、人民安居乐业,离不开广大民辅警背后的默默奉献与负重前行,和平
时代人民警察队伍是牺牲、奉献最多的队伍之一。随着社会各方面发展的日新月异,
各类不稳定因素也随之增多,由于多方面因素制约,在一定时期内不能招收大量公安
民警的现实情况下,辅警队伍的出现在一定程度上缓解了用警压力,但另一方面,由
于辅警人员激励机制不健全、不完善,管理规范化等问题,致使基层辅警人员工作主
动性不强、积极性不高等问题。如何采取有效激励措施,增强基层警务辅助人员的工
作积极性和主动性,成为当前辅警队伍管理中亟待解决的现实课题之一。
本文以某县公安局辅警作为研究对象,采用文献调查、问卷调查、实地调查等方
法,更好地了解基层辅警的实际需要,并对某县公安局辅警人员激励的现实状况作以
研究分析,发现辅警队伍激励存在的问题,以需求层次理论、双因素理论等激励理论
为依据,深入分析辅警人员激励问题的原因。结合某县公安局的实际情况,针对辅警
激励存在的问题,提出一系列科学、可行、合理的辅警激励优化对策,并为之实施而
制定激励保障实施机制。
本文对某县公安局辅警人员激励问题的研究,主要为了解决某县公安局辅警人员
管理中出现的工作消极怠慢等激励问题,文中相关研究和实际对策可为公安系统内辅
警激励提供参考借鉴。

Abstract
Abstract
Social stability,people's living in peace and working contentmenty are inseparable
from the silent dedication and weight-bearing forward behind the auxiliary police.In
peacetime,the public security team which is the most dedication and sacrifice team.AS the
rapid development of society,unstable factors of sociaty are increasing gradually,due to
many factors,In a certain period of time, we can not recruit a large number of police in
reality.The emergence of auxiliary police team alleviated the pressure of using police to a
certain extent.But the other hand,the imperfect incentive mechanism of auxiliary police
personnel and the standardization problem of management.It leads to the grass-roots
auxiliary police personnel lack of initiative and enthusiasm.How to take effective incentive
measures to improve the work initiative and enthusiasm of grass-roots auxiliary police at
present,it is one of the practical problems to be solved in the management of auxiliary
police.
This paper takes the auxiliary police of a County Public Security Bureau as the
research object.It adopts the methods of literature research, questionnaire and field
interview to understand of the actual needs of auxiliary police personnel in depth.Through
the research and analysis of the incentive status of auxiliary police personnel in a County
Public Security Bureau,auxiliary police team incentives found to be problematic.This paper
based on the incentive theories such as demand hierarchy theory and two factor theory,it
deeply analyzes the problem for the incentive problems of auxiliary police.According to
the actual situation of a County Public Security Bureau.In view of the problems existing in
the auxiliary police incentive,this paper puts forward a series of scientific, feasible and
reasonable Auxiliary Police incentive optimization countermeasures,and formulate
incentive and guarantee mechanism for its implementation.
This paper studies the incentive of auxiliary police personnel in a County Public
Security Bureau.It is mainly to solve the incentive problems such as negative work in the
management of county public security bureau auxiliary police.The relevant research and
practical countermeasures in this paper which can provide reference for the incentive of
auxiliary police in the public security system.
