摘
要
伴随经济发展及全球一体化,企业的规模不断扩张,集团化已经成为一种趋势。但
国内的企业集团大多都是由单一企业发展而来,其下属企业可能处于不同的发展阶段和
不同的市场竞争状况下,如何做好集团公司的人力资源管控,是众多企业集团面临的共
性问题。选择适当的人力资源管控的模式,能够对集团管控起到重要支撑作用,有利于
在企业集团中实现协同运作。在此背景下,本文以L集团为研究对象,对人力资源管控
模式问题进行了实践性的研究。
本文以人力资源管控模式理论与实践应用的现状分析贯穿于研究的全过程,首先明
确了论文的研究方向及选题的意义,通过借鉴国内外的研究成果对战略性人力资源管理
理论、组织结构、人力资源管控和集团人力资源管控模式的概念、特征和分类以及影响
企业集团人力资源管控模式选择因素作了综述。描述了L集团目前的人力资源管控现状
及集团人力资源管理中心与下属企业人力资源部的职能,运用调查问卷的研究方法,发
现目前L集团在人力资源管控中存在缺乏人力资源战略性管控,人力资源管控模式与企
业发展不匹配,公司间共享程度较低,集团人力资源管理中心与下属企业人力资源部门
部分职能重叠等诸多问题,并对问题的成因进行剖析。在此基础上,论文采用理论与实
践相结合的方法,结合集团总部与下属企业的实际情况,从构建战略性人力资源体系、
差异化的人力资源管控模式、明确人力资源管控权责、人力资源信息化的实施、优化人
力资源人才队伍等几个方面提出了优化方案,同时对优化前和优化后进行了对比。最后,
为确保优化方案的有效实施,分别从流程制度、监督体系、企业文化等方面着手制定了
保障措施。
论文在优化方案中,因地制宜地在各下属企业中采用不同的人力资源管控模式,设
计出适合多元化企业集团发展需要的人力资源管控模式优化方案,有利于人力资源管控
模式理论的丰富和完善,具有一定的理论意义。目前国内的企业集团在人力资源管控上
是存在共性问题的,论文的完成对于其他遇到相同问题的企业集团来说具有一定的参考
价值和实践意义。

L集团人力资源管控模式优化研究

Abstract
With the economic development and global integration, the scale of enterprises is
expanding, and collectivization has become a trend. However, most domestic enterprise
groups are developed from a single enterprise. Facing a number of subordinate enterprises in
different development stages and different market competition conditions, how to do a good
job in human resources management and control of group companies is a common problem
faced by many enterprise groups. The correct and effective use of human resources
management and control mode is an important aspect of determining group management and
control, and it is also an important way for enterprise groups to realize cooperative operation.
Under this background, this paper takes L Group as the research object, and makes a practical
research on the management and control mode of human resources.
Based on the analysis of the current situation of the theory and practical application of
human resource management and control mode, this paper runs through the whole process of
the research. Firstly, it defines the research direction and the significance of the topic. By
learning from the research status at home and abroad, this paper discusses the meaning of
strategic human resource management theory, organizational structure and influencing factors,
human resource management and group human resource management and control mode This
paper summarizes and evaluates the characteristics and classification, as well as the factors
affecting the selection of human resource management and control mode of enterprise groups.
Then, it describes the current situation of human resources management and control of l group
and the functions of the group's human resources management center and the human
resources department of subordinate enterprises. Using the research method of questionnaire,
it is found that l group lacks strategic human resources management and control in human
resources management and control, the management and control mode does not match the
development of enterprises, and the degree of sharing between companies is low, There are
many problems, such as the overlapping of some functions between the group management
center and the functional departments of subordinate enterprises, and analyze the causes of the
problems. On this basis, the paper adopts the method of combining theory and practice,
combined with the actual situation of l group and its subordinate enterprises, and puts forward
optimization schemes from the aspects of constructing strategic human resource system,
differentiated human resource management and control mode, clarifying human resource
management and control authority, implementing human resource informatization, optimizing
human resource talent team, etc, At the same time, the results before and after optimization

are compared. Finally, in order to ensure the effective implementation of the optimization
scheme, safeguard measures are formulated from the aspects of process system, supervision
system and corporate culture.
In the optimization scheme, the paper adopts different human resource management and
control modes in each subordinate enterprise according to local conditions, and designs the
optimization scheme of human resource management and control mode suitable for the
development needs of diversified enterprise groups, which is conducive to the enrichment and
improvement of the theory of human resource management and control mode, and has certain
theoretical significance. At present, domestic enterprise groups have common problems in
human resource management and control. The completion of this paper has certain reference
value and practical significance for other enterprise groups that encounter the same problems.
