摘要
目前我国企业普遍存在标准信息收集困难、标准化技术力量薄
弱、标准管理耗费大等问题，大多数企业无法采取有效措施解决标准
管理中的难点。同时标准信息服务在我国发展的基础比较薄弱，各地
标准情报服务机构能力不均衡和服务网络建设滞后，标准信息服务存
在被动、单向、滞后等问题，服务模式和采用的技术都比较落后，造
成资源利用率不高，阻碍了标准信息的有效传递。解决因传统人工管
理标准导致的标准信息检索效率低，规范标准管理过程，是推进标准
化战略有效实施的重要抓手

论文首先对 SaaS 模式的理论基础进行了介绍，围绕企业标准管
理和信息服务的现状和存在的问题，提出了构建基于 SaaS 模式标准
管理系统的解决方案。探讨了在现有基础条件、市场推广、技术实现
等方面解决方案的可行性，通过具体实践，研究设计了标准管理系统
的总体架构、运行环境和功能模块。最后结合目标客户实际情况，研
究产品的定价策略，分析了系统应用推广情况和取得的效益，论证了
SaaS 模式对企业标准管理工作的适用性

论文提出由长期从事标准信息研究和服务的专业技术团队统一
进行信息收集和资源加工，建立标准信息基础数据库，结合数据挖掘

标准管理模式。通过本标准管理系统的开发与应用，大幅度提高企业
标准管理的信息化程度，对提升我国企业标准化水平具有极其重要的

ABSTRACT
At present, there are many problems in the standard management of enterprises,
such as the difficulty of collecting standard information, the weakness of
standardization technology, and the high cost of standard management. At the same
time, the development of standard information service in our country is relatively
weak, the capacity of standards intelligence service is not balanced and the service
network is lagging construction throughout the country, There are some problems in
standard information service, such as passive, one-way, lag and so on, service mode
and the technology is relatively backward, resulting in resource utilization is not high,
hindering the effective transfer of standard information. It is important to solve the
problem that the standard information retrieval efficiency is low and the standard
management process is standardized.
Firstly, this paper introduces the theoretical basis of the SaaS model, and puts
forward the solution based on SaaS standard management system，around the current
situation information service and existing problems of enterprise standard
management. This paper discusses the feasibility of the solution in terms of the
existing basic conditions, market promotion, technical realization, etc. through the
concrete practice, this paper studies and designs the overall structure, the running
environment and the functional modules of the standard management system. Finally,
according to the actual situation of the target customers, the pricing strategy of the
product is studied, the application of the system and the benefits are analyzed. The
applicability of the SaaS model to the enterprise standard management is
demonstrated.
This paper presents a unified information collection and processing resources by
professional technical team engaged in information research and service standards,
establish standard information database, combined with data mining technology,
construction of standard management system based on SaaS mode, to provide
one-stop standard management mode for enterprise. Through the development and

informatization of enterprise standard management, and it is of great practical
