摘要
居民收支调查是政府综合统计调查的一项重要组成部分。高质量的居民收
支调查数据，可以更好地满足研究制定城乡统筹政策和民生政策的需要，为国
民经济核算和居民消费价格指数权重制定提供基础数据。居民收支调查数据作
为统计调查数据之一，其质量保证是统计工作者永恒的追求。居民收支调查数
据质量一方面影响着政府制定宏观发展战略与规划，另外还影响着微观经济主
体对社会经济形势的分析和判断。因此，为得到真实性、准确性、完整性和及
时性的调查数据，居民收支调查数据质量管理的研究具有现实意义。

本文以文献研究、实际调查以及理论和实践相结合为主的研究方法，层层
递进解读统计调查一般概念，深入实际分析基层调查队居民收支数据质量管理
现实问题，提出基于过程方法的 WY 调查队居民收支数据质量管理策略。

论文界定了居民收支数据质量与居民收支数据质量管理，介绍了全面质量
管理理论与过程方法；并进一步分析了 WY 调查队居民收支调查数据质量现状及
存在的问题；最后，依据 ISO9001:2015 质量管理体系过程方法的基本要求，应
用乌龟图对 WY 调查队居民收支数据质量管理的相互关联过程进行了识别与分
析，提出了 WY 调查队居民收支调查数据质量管理框架。具体而言就是在各个过
程管理中从建立健全居民收支调查数据质量责任人工作标准、强化沟通机制、
加强培训提升人员素质和以数据质量标准为导向的评价机制四个方面来提升 WY
调查队居民收支调查数据质量管理。

ABSTRACT
The residents&39; income and expenditure survey is an important part of the
government&39;s comprehensive survey. The quality of the residents&39; income and
expenditure survey data can better meet the needs of the research and development of
urban and rural overall planning policy and people&39;s livelihood policy, and provide the
basic data for the national economic accounting and consumer price index weight.
Residents&39; income and expenditure survey data as one of the statistical survey data, its
quality assurance is the eternal pursuit of statisticians. The quality of the residents&39;
income and expenditure survey data not only affects the government to formulate the
macro development plan and strategy, but also affects the analysis and judgment of
the micro economic subject to the social economic situation. Therefore, in order to get
the authenticity, accuracy, integrity and timeliness of the survey data, the research on
the quality management of residents&39; income and expenditure survey data has
practical significance.
This paper take literature research,practical investigation,integration of theory
and practice as research methods, to unscramble the general concept of statistical
investigation.The paper analyses the actual problems the basic research team income
and expenditure data quality management in-depth, put forward the process approach
of WY investigation team in quality management strategy that based on the data of
residents&39; income and expenditure.
The paper defines the income and expenditure data quality and income and
expenditure data quality management, introduces the overall quality management
theory and process approach; then the paper further analyses the WY investigation
team investigation of income and expenditure data quality and existing problems;
finally, according to the basic requirements of ISO9001:2015 quality management
system, the paper distinguishes and analyses of interrelated process application the
graph of the WY investigation team of income and expenditure data quality
management.And the paper puts forward the WY investigation team of income and
expenditure survey data quality management framework. Specifically, it is in order to
strengthen the training to improve the personnel quality and data quality standards
oriented to enhance the WY investigation team of income in each process
management from four aspects to establish and perfect the evaluation mechanism of
income and expenditure survey data quality responsibility work standards.III
