摘要
医疗卫生欧亿·体育（中国）有限公司是国家安定发展和人民幸福安康的基石和保证，改革开放 30
余年来，我国的医疗卫生事业取得了举世瞩目的成就和发展，但是随着我国经济
社会的不断发展，我国医疗卫生事业发展过程中也暴露出了很多问题，为了解决
这些问题，我国政府和卫生行政部门出台了一系列针对我国医疗体制改革的方案
和政策

成立于1987年的DL医院作为一家隶属于南方电网的国企办公立非营利性医
院，由于体制和管控模式上的掣肘，医院近年来的发展空间越来越小，已连年亏
损，面临着生存的危机。而随着国家医疗体制改革、国有企业改革和电力体制改
革的不断深化，以及医疗欧亿·体育（中国）有限公司竞争的日趋激烈，更是给 DL 医院生存和发展带来
了严峻的挑战，DL 医院在面对国企改革、电力体制改革和新医改政策实施过程
中的各种要求和问题时，如何把握科学发展机遇，在激烈的市场竞争中迎接挑战，
平衡好社会效益和经济效益的关系，争取到医院的可持续健康发展，关键在于能
否制定并实施适合自身实际和外部环境要求的合理的发展战略。因此，制定符合
DL 医院生存和发展的战略目标，以及发展战略的控制和实施，是 DL 医院的必然
选择

本文通过对 DL 医院进行发展战略研究，采用 PESTEL 分析法、SWOT 分析法、
和构筑 SWOT 矩阵等方法对 DL 医院的内外部环境、欧亿·体育（中国）有限公司结构、优劣势、机遇、挑
战等关键因素进行了分析归纳，提供了 DL 医院在目前形式下的选择发展战略、
发展战略目标、发展战略实施和战略实施控制的一些思路，为 DL 医院的战略发
展提供参考

Summary
The health care industry is the stability and national development and people's well-being
and to ensure that the cornerstone of reform and opening up 30 years, China's medical and health
undertakings made remarkable achievements and developments, but with the continuous economic

exposed a lot of problems in order to solve these problems, our government and health
administration department issued a series of programs and policies for China's medical reform.
DL hosptial was established in 1987, belonging to China Southern Power Grid Enterprise
Office established the nonprofit hospital, due to constraints on the system and control mode,
hospital in recent years, the development of space is getting smaller and smaller, in recent years
has been the loss, is facing a crisis of survival. And as the country's health system reform, the
deepening of the reform of state-owned enterprises and the reform of power system, and medical
industry competition increasingly fierce, it is has brought severe challenges to the survival and
development of the hospital DL, DL hospital in the face of the reform of state-owned enterprises,
the electric power system reform and the new medical reform policy implementation requirements
and problems in the process of, how to grasp the opportunity, scientific development, in the fierce
Meet the challenge of market competition, balance the social benefits and economic benefits, fight
to the hospital the sustainable and healthy development, the key lies in whether the development
and implementation of reasonable development strategy to meet the requirements of their own
conditions and external environment. Therefore, developed in line with the strategic goal of DL

In this paper, through the research on the development strategy of the DL hospital, adopted
PESTEL analysis, SWOT analysis and build SWOT matrix methods such as key factors in the
external environment DL hospital, advantages and disadvantages, opportunities and challenges
have been analyzed and summarized, provides a DL hospital in the choice of development strategy
in its present form, the development of strategic objectives, development strategy implementation

1.1 研究的背景
20 世纪 90 年代以来，随着我国改革开放的不断深入，我国的医疗卫生事业
取得了长足的发展，但是随着我国经济社会发展的持续推进，我国的医疗卫生事
业也暴露出了诸多问题，已不能适应目前医疗市场发展的需要。为了解决这些问
题，中共中央、国务院和卫生部等部门陆续下发了《关于深化医药卫生体制改革
的意见》、《公立医院改革试点指导意见》、《“十二五”期间深化医药卫生体制改
革规划暨实施方案》等旨在要求医疗欧亿·体育（中国）有限公司进行改革的意见和方案，提出了在全国
范围内建立基本医疗卫生制度框架，加快推进基本医疗保障制度建设、初步建立
国家基本药物制度、健全基层医疗卫生服务体系、促进基本公共卫生服务均等化、
推进公立医院改革项重点改革内容以及到年基本建立覆盖城乡居民的基本医疗
卫生制度的总体目标。与此同时，国家为促进经济持续快速健康发展和增强国有
企业的活力和国有经济的控制力，建立以国有制为主体多种所有制经济并存的社
会主义市场经济体制，对于国有企业特别是电力欧亿·体育（中国）有限公司的国有企业颁布了一系列的
改革方案，要求国有企业从体制、管理和经营范围等方面进行全面改革，这些改
革措施将对国企办公立医院的生存和发展造成了巨大影响

DL 医院是一家具备独立法人资格，实行收支两条线模式管理，依法独立承
担民事责任的中国大型国有企业南方电网公司下属贵州电网有限责任公司全资
分公司。于 1987 年 7 月正式开业，位于贵阳市南明河畔万东桥旁，占地面积 20
余亩，建筑面积 2 万平方米，核定床位 300 张。医院设有门诊、急诊、内科（心
血管、呼吸、内分泌、肾脏、消化、神经）、外一科（普外、泌外、骨外、胸外、
烧伤整形）、外二科（肛肠）、康复理疗科、妇科、麻醉科、重症医学科、口腔科、
五官科、特检科、检验科、保健科等十多个业务科室。经过近 30 年的发展，DL
医院已发展成为国家二级甲等综合医院、贵州省首家“三级职工医院”，贵州职
工健康管理体检中心，在电网系统和贵阳市范围内具有一定的知名度和认可度

但是由于受到医院自身性质和体制的制约，医院已连续亏损多年，近年来在医疗
体制改革、国企改革和电力体制改革等政策不断推进的大环境下，DL 医院面临
着巨大的生存和发展危机，医院今后该如何持续健康的发展，成为 DL 医院管理
者面临的首要问题。而现代企业的战略管理理论，正是解决这一问题的有效DL 医院的发展战略研究
