内容摘要
随着我国改革开放进程的加快，尤其是2001年12月11日正式加入世贸组织
后，世界经济一体化的发展和国际产业调整和产业转移浪潮不断扩展和深入，国
际产业转移通过对外贸易和国际投资两个方面对我国产业结构的变动产生着越来
越大的影响。由美国次货危机引发的金融危机不仅对世界经济带来严重影响，也
推动世界各国进行新一轮的产业结构调整和分工。因此，要抓住这次机遇，积极
承接国际产业转移，促进我国产业结构的优化升级，需要重视国际产业转移对我
国产业结构变动的影响。

本文就我国改革开放30年来承接国际产业转移的历程及其产业结构的变动
作了相应分析，尤其从对外贸易和外商直接投资两个角度对国际产业转移对我国
产业结构的影响进行实证分析。得出的结论是国际产业转移确实促进了我国产业
结构的优化，但是其效应是有限的。这和我国产业结构基础薄弱、自身偏差大、
区域禀赋差异大、国内配套设施落后、产业政策倾斜、贸易投资环境差等有关，
也和外资企业的利益驱动有关。在中国沿海部分产业向内地转移及其新一轮国际
产业大调整和转移的机遇下，要抓住“内外双转移”的机遇，适时推动我国外贸
发展模式由外向内转变，优化进出口商品结构，加大外资产业投向力度，以充分
利用国际产业转移加速实现我国产业结构的优化和高度化。

Abstract
With the acceleration of China’S reform and opening-up process，the development
of world economic integration and the extension of International industrial
restructuring and industrial transfer,by way of foreign trade and international
investment，IIT have a growing influence on China’S industrial structure．Financial
crisis raised triggered by the U．S．supreme mortgage crisis，not only has seriously
impacted Severely affected world economy,but also promotes a new round of world
industrial structure adjustment and division of labor．Therefore．in order to optimize
and upgrade China’S industrial structure，we need to take liT’S impact on China’S
industrial structure into account．Thereby,we can effectively seize and utilize this
opportunity and actively undertake international industrial transfer．
This paper systematically analyzes the changes of industrial structure correspond
to the process of undertaking the lIT,especially analyzes the influence on the Industrial
Structure affected by IIT empirically in terms of foreign trade and international
investment．It is concluded that the IIM really promotes the optimization of industrial
structure in china,but the effect is low．This is related、析tll many factors：
comparatively weak structure foundation，Structural deflection，large differences in
regional endowments，lagged domestic facilities，tilt industrial policy,poor investment
and trade environment and foreign interest driven and SO on．Therefore，we should take
the chance of industrial double transfer inside and outside，timely adjust China's
foreign trade development，optimize import and export commodity structure，increase
foreign investment industry-oriented efforts．We make the most of liT and realize
industrial structure optimization and supererogation．
