因此,很有必要通过切实提升公共安全的治理能力,及时更新公共安全的治理理念,
有效创新基层公安系统绩效考核制度、体制特别是机制领域,也就是促进公共安全治理
能力现代化、优化公共安全体系内部的人员管理、加快公安系统行政管理模式的合理转
变、深化行政改革,最终使各项绩效机制与治理水平、治理能力与治理效果挂钩,使新
的绩效考核机制有效服务于“推进国家治理体系和治理能力现代化”这一根本目的。

Abstract
As one of important national governance system, social governance needs to be taking
some mechanism innovation. The performance appraisal mechanism innovation is the inner
meanings of hardly robust the public security system for safeguarding the fundamental
interests of the majority of the people, maximizing all sorts of harmonious factors,
strengthening the vitality of social development, and comprehensively promoting the
construction of peaceful China, safeguarding national security, to ensure people live safely
and work gladly, social run stability and orderly. However, in pace with the increasing of lots
of uncertainty factors, public security has been facing more seriously challenges. In the
meanwhile, those vital interests of police at all levels, such as wage, benefits, personnel
promotion, awards appraised and material incentives, are not coordinate to theirs’ heavy and
high-risk work environment and stress. This contradiction has constrained theirs’ enthusiasm
and efficiency, and led them cannot better to safeguard social stable and promote social
governance orderly. It can be fairly to say that these undesirable phenomena largely relate to
the given performance appraisal system, whose appraisal standards do not flexible enough,
and becomes superficial one, emphasis on qualitative assessment while neglect quantitative
assessment, inspired by the spirit is more important than material rewards.
It is necessary for us to enhance practically the governance capacity of public security,
update timely the governance idea of f public security, and innovate effectively basic public
security performance appraisal system, organization, and particular to mechanism, namely to
promote the modernization of governance idea in public security, to enable optimization the
professional management for the inner of public security system, to facility the reasonable
transition of public security administration mode, and to intensify the administration reform,
making all kinds of performance mechanisms, which should be serviced effectively for the
goal of “promoting the modernization of national governance system and governance
capability”, be links to governance system, capability and effect in the end.
