摘 要
新疆生产建设兵团正处于工业化和城镇化的重要历史机遇期,把握好这一黄金时期的关键在于
人力资本的投入,兵团经济发展方式转变过程中,人力资本集聚管理必将为兵团经济的发展带来新
的生机。然而,当前我国西部新疆生产建设兵团的经济社会发展远远落后于东部沿海地区和中部地
区,也远远落后于西部城市地区,很大程度上与兵团内部人力资本积聚机制不完善、积聚力很弱相
关。本文旨在对兵团现有人力资本集聚管理存在的问题做一些实践上的分析和理论上的探讨,以期
健全兵团人力资源管理体系,提供解决思路,使人力资本在新的集聚机制下朝合理性、可行性方向
发展。

论文首先阐述了研究的背景、意义、国内外研究现状,以及人力资本和资本集聚的理论基础,
从教育层次、产业层次和区域层次对兵团人力资本集聚的现状进行了分析,并在此基础上指出了兵
团人力资本集聚存在的问题。

其次,论文针对影响兵团人力资本集聚的诸多因素进行了因子分析,将影响人力资本集聚的主
因指向了三个关键矛头,在此基础上,构建了破解此三类矛头的人力资本集聚管理机制,并提出了
相应的保障措施。论文研究结论如下:
(1)兵团人力资本集聚过程中存在人才教育滞后于经济发展需求、人力资源分布不均衡、人力
资源非正常流动较大等问题,这些问题制约了人力资本的有效集聚。

(2)从兵团人力资本的影响因素分子可以发现,制度、规模收益、非农经济与工业发展是主要
影响因子,而制度和规模收益是人力资本集聚的突破口、非农经济是人力资本集聚的关键、工业发
展是人力资本集聚的支撑点。

(3)教育学习机制、能力建设机制、社会保障机制、流动转移机制、政策引导机制是构建兵团
人力资本集聚的各个重要环节,也是构建兵团人力资本集聚管理机制的核心内容,在相应的保障措
施下,其相互作用、相互推进指明了兵团人力资本集聚管理的发展方向。

Abstract
The Xinjiang production and Construction Corps is in the important opportunity historical period of
the industrialization and urbanization, grasping the key of this golden period is the human capital
investment, in the process of the way of economic development transformation in corps, human capital
management will bring new vitality into the development of corps’ economy. However, the current
economic and social development of Xinjiang production and Construction Corps lags far behind the
eastern coastal region and central region, is also far behind the West City area in our country. This problem
largely relative with that internal human capital accumulation mechanism of the Corps is not perfect, thus,
the accumulation is weak. The aim of this paper is to present the theoretical and practice analysis on human
capital agglomeration management problems of the Corps, hoping to perfect the Corps of the human
resource management system, provides solutions, make the human capital in the agglomeration mechanism
towards the rationality, feasibility under the new direction of development.
This paper first describes the research background, significance, research status at home and abroad,
as well as the human capital and capital theory. It analyzes human capital agglomeration from the education
level, industry level and regional level of corps and on the basis of that, it points out the existing problems
of corps human capital agglomeration.
Secondly, the factor analysis for finding the main factors that influencing the concentration of human
capital from many factors of corps influencing human capital agglomeration, then, it points to the three key
point, on the basis of this, to construct the management mechanism of human capital agglomeration to
break this three kinds of spear, and put forward the corresponding safeguards. The conclusions of the paper
are as follows:
(1)The Corps human capital agglomeration talent education lags behind the demand of economic
development, uneven distribution of human resources, the normal flow of human resources, are the large
problems existed in the process. These problems restricted the accumulation of human capital.
(2)From the analyzing the molecular factors of corps human capital can be found that system, scale
income, non-agricultural economic and industrial development are the main influence factor, and the
system returns to scale, and is a breakthrough in human capital agglomeration, non-agricultural economy is
the key of the human capital agglomeration, the development of industrial is the supporting point of human
capital agglomeration.
(3)Learning mechanism, ability construction mechanism, social security mechanism, transfer
mechanism, policy guidance mechanism is the various important links of construction of human capital
accumulation in corps, but also to build a core content of management mechanism of corps human capital
agglomeration .The security measures, and its interaction may promote the development of the direction
towards the concentration of human capital management in Corps.
