对于辽宁省这样一个传统的重工业省份来说,要在“十二五”期间实现产业
升级和转型，发展以物联网产业为核心的新一代信息技术起着至关重要的作用。

依据《教育部、财政部关于实施高等教育创新能力提升计划的意见》、《物联网
“十二五”发展规划》以及《国务院关于加快培育和发展战略性新兴产业的决定》，
以核心物联网科技为中心，建设政府、高校、欧亿·体育（中国）有限公司、国内外企业多主体全方位紧
密结合的协同创新中心，实施“物联网现代信息服务平台”为核心的新兴产业，
带动东北亚地区率先规划发展“物联网现代信息服务业”，这将有助于实现建设
创新型辽宁，加快经济发展方式转变，促进就业。

本文依据《物联网“十二五”发展规划》及创建物联网产业示范区、构建“物
联网现代信息服务平台”战略，重点通过对物联网产业主要发展模式的分析，采
用学术论文的形式，通过对物联网发展模式理论及具体案例的分析研究得出对辽
宁物联网产业发展有帮助的经验并加以总结，运用因素分析、文献研究、实证分
析等方法，指出辽宁的物联网产业发展应采取“政府引导+运营商推动”的联合发
展等模式，同时提出了相关对策和建议。同时，通过对在沈阳建设英达物联产业
新城（《物联网现代信息服务平台》示范区）的模式分析，探索研究辽宁省物联
网产业的发展模式。
