摘 要
经过近 7 年的建设，辽宁营口沿海产业基地已经从一片荒芜的盐碱滩地转变
成为初具工业化、现代化雏形的产业新城，成为环渤海“五点一线”经济带中经济总
量最重的关键节点。尤其是以东旭液晶玻璃基板项目为龙头液晶显示产业具备了
构建成为产业集群的条件。如何利用好、发挥好龙头项目的带动效应服务于国家
五点一线战略，快速提升区域经济总量改变区域经济结构成为了研究的热点。本
文从构建产业集群的视角出发，分析总结了国际、国内液晶显示产业发展的基本
情况和特点，深入研究产业链结构及需求要素，结合辽宁营口沿海产业基地现有
条件提出了构建液晶显示产业集群的对策，希望能够为国家战略的实施与营口地
方经济的发展贡献微薄力量。

After nearly seven years of construction, Liaoning yingkou coastal industrial base
has to change from barren salt marshes as issued by prototype industry new town,
industrialization and modernization in the bohai rim economic belt five point one line
economy heaviest key nodes. Especially Dongxu LCD glass project for liquid crystal
display industry, have built into the condition of industrial cluster. How to make good
use of and leading project of promoting play a good effect in the service of the national
five point one line strategy, quickly boost regional economy changing regional
economic structure became the research hot spot. From the Angle of view of the
construction of industrial cluster, this paper analyzed the basic situation of international
and domestic LCD industry development and characteristics of the further study of the
industrial chain structure and demand factors, combined with liaoning yingkou coastal
industrial base existing conditions put forward some countermeasures for constructing
the LCD industry cluster, to the implementation of the strategy for the country and local
yingkou economic development contribution meager strength.

2013年中国经济增长逐步放缓，其主要原因是以劳动密集型产业为主的沿海
地区因生产要素成本上升、人民币升值、欧美主要经济体陷入经济危机需求疲软
等因素共同作用的结果。纠其原因会发现中国经济背后还存在诸多问题，如区域
经济发展不平衡、资源能耗多、环境污染严重、对出口依赖程度大、内需不足等
问题。破解之道在于充分调动资源，向发展空白区域引导资金及技术、快速构建
新型产业集群实现经济增长极中心的投放调整和优化区域经济结构，实现产业升
级。

目前，中国区域经济总量依由南向北、由东向西呈现递减趋势。尤其是东部
沿海地区珠三角、长三角、环渤海等区域的共同特点是发展沿海经济。唯有辽宁
沿海经济带发展滞后，没有形成集群优势，没有将生产要素资源优势转化为经济
优势，实现辽宁沿海经济带的爆发式增长已经成为破解经济下滑的重要环节。辽
宁营口沿海产业基地处于辽宁营口沿海经济带的核心位置，辽宁营口沿海产业基
地的经济崛起与腾飞将快速拉升辽宁沿海经济带的经济总量。辽宁营口沿海产业
基地构建何种产业集群、如何构建、集群效应显现后将产生哪些关联效应，提高
沿海经济带产业集群对腹地的辐射带动作用，值得研究。

1.1 选题背景
辽宁省在中央振兴东北老工业基地发展战略的推动下，吸取国内外建立沿海
特区以点带面快速发展的成熟经验，提出沿渤海、黄海沿岸选择五个城市和地区，
建设现代化的临港产业园区，以五个点为龙头，带动腹地发展的战略。本文主要
探讨营口如何从省委省政府的整体布局出发，根据自身优势，在沿海地带产业布
局的不同分工中，形成自己独具特色的产业集群，借势而上，优势互补，协调发
展，获得经济的发展和腾飞。

从世界范围看，进入 2012 年以智能手机、个人平板电脑、高清晰电视为主的
消费型电子产品在中国地区的市场呈现井喷式增长，已经占据全球市场需求总量
