摘要
改革开放30年来,我国医疗卫生事业取得了显著成就,人民群众健康水平明显
改善,但当前我国医疗卫生事业发展水平与经济社会协调发展需求以及人民群众健康
需求不相适应的矛盾还比较突出,人民群众看病难、看病贵的问题尚未得到有效解决。
2009年4月6日,新医改方案出台,提出了 2009年到2011年五项重点改革内容以
及今后三年的阶段性目标。新医改方案已由原来的激发活力、提高效率和强调社会效
益、体现社会公平转化为强化公益、改善民生上来。国家采取的不断通过实施药品零
差价、降低医疗检查收费标准、大力发展社区卫生服务、强化公立医院职能、鼓励私
营机构进入医疗市场等缓解“看病贵、看病难”问题的措施,对企业医院的生存与发展
提出了新的挑战。本研究通过分析国家卫生政策、法律法规以及神火集团总医院作为
企业医院面临的挑战与机遇,提出医院的总体发展战略、使命、愿景与价值观以及主
要业务层及职能层战略,并制定出切实可行的发展对策,为将神火集团总医院打造为
新医改体制下的、具有品牌特色的二级甲等综合医院指明了方向。本研究针对新医改
医疗体制改革实施后,企业职工医院的定位以及在平衡效益与发展之间的关系上具有
借鉴意义。

Abstract
Over the last 30 years of reform and opening up,our medical and health undertakings
made remarkable achievements,the people's health level is obviously improved,but the
contradiction is very outsdanding between the developmental level of our
country,medical health service and the demand of coordinated development in social
economy. It is not been efficient solved for the problem of the people' s difficulty and
high cost of getting medical treatment.In April 6,2009, the china,s new medical reform
program to unveil. It offered five key reforms content and the stage goal for the three years
from 2009 to 2011. The goal of the new medical reform program is translated into
strengthening public service and improve people's livelihood from the original energize,
improve efficiency,social benefit and reflect social fairness. In order to solve the problem
of “ see a doctor expensive,difficult to see a doctor ,the country has implemented a series
of measures,such as the medicine Zero spreads,reduce the medical examination fees,
vigorously developing the community health service, strengthening public hospital
intelligent, private sector into the medical market,etc.. But these measures put forward
new challenges to those enterprises hospital for their survival and development. In order to
make Shenhuo group,s general hospital into a two level general hospital with the brand
characteristics under the new medical reform system,this study proposed the hospital
overall development strategy, mission,vision and values as well as the main business layer
and function layer strategy, and formulate feasible development countermeasure, by
analyzing the national health policy, laws and regulations of Shenhuo group,s general
hospital as a corporate hospital faces the challenge and the opportunity. This study has
important significance to those enterprise hospital for whose position and on the balance
relations between benefit and development after the implementation under the new
medical system reform.
