摘要
受金融风暴、欧债危机以及飓风、地震等事件的影响,世界经济在经历了多
年的低迷后发展形势渐趋好转,各国因发展环境的变化而面临着新的机遇与挑战
能源作为推动国民经济增长的重要物质基础,经济的高速发展必然会使能源的需
求日益增加。我国能源的主要特点是富煤、贫油、少气,随着石油资源的日益枯
竭和新能源研发推广的漫长过程,煤炭渐渐成为电力、冶金、化工和建材等能源
消耗较大欧亿·体育(中国)有限公司的新宠,这决定了煤炭在未来几年中对我国发展的重要地位
虽然我国煤炭资源丰富,但煤炭供需在地区分布方面极不协调,随着华东、
华南地区经济的持续快速发展,我国西煤东运、北煤南运的规模越来越大。煤码
头作为煤炭物流的重要环节,其生产能力和作业效率对于缓解北方各港煤炭下水
压力关系重大,加之我国煤炭外贸出口量的扩大,效率对各煤码头是否能长久稳
定发展日益关键
天津港煤码头是我国北方重要的煤炭下水港之一,共拥有7个专业化泊位,
码头岸线长2060m,码头前沿最大水深-19.6m,能停靠15-20万吨级的作业船舶
码头堆场面积35万平米,堆存能力达830万吨。码头配有大型现代化机械系统,
单台装船机作业效率高达6500t/h,是渤海湾内重要的煤炭下水港之一,与秦皇岛
港、黄骅港、唐山港、青岛港、日照港和连云港组成我国主要的7个煤炭转运港,
即北方七港
效率是衡量竞争力的有力指标,评价天津港煤码头生产效率是提高竞争优势
的重要手段。本文选择北方七港初步统计的2013年数据作为评价样本,首先运用
DEA-CCR模型得出天津港煤码头的相对效率水平,继而用灰色关联度分析法找出
各种因素对效率的影响程度,分析影响效率水平高低的原因,最后根据评价结果,
从天津港煤码头的发展实际出发,就煤码头效率提升提出切实可行的对策建议

ABSTRACT
Influenced by the Financial Turmoil, the European Debt Crisis and earthquakes,
world economy gradually turn better after years' depression,many countries in the
world are facing the new opportunities and challenges. As the important material basis
for national economy,the demand for energy is bound to increase with tiie economy
rapid development. China is rich in coal,but poor in oil and gas,because of the short of
oil and long time for new energy research, coal is playing an important role in
high-energy consumption industry, it is significant to the national development in the
next few years.
The supply and demand of coal are very inconsistent in terms of geographical
distribution. Hie scale of the project to transport coal will become bigger as the rapid
development in the east and south of China. Coal terminal is an important part of the
logistics,so its production capacity and efficiency have a great relationship with coal
transportation. Moreover, coal export trading are expanding, which means that
efficiency is a key factor to the long and stable development of coal terminals.
Tianjin Coal Terminal, one of important coal ports in north, has 7 professional
berths, the length of quays is 2060m,the maximum depth of quay is -19.6m,able to
dock 15-20 ten thousand tons vessel. The area of yards is 350000m2,with 8.3 million
tons storage capacity. The terminal is equipped with modernized mechanical systems,
single loading machine's efficiency up to 6500t/h, The other ports are Qinhuangdao
Port、Huanghua Port、Tangshan Port、Qindao Port、Rizhao Port and Lianyungang Port.
Efficiency is a persuaded index for competitiveness, so the paper bases on the
newest data of the seven ports, uses DEA-CCR model to evaluate the efficiency of
Tianjin Coal Terminal, then analysis the impact of factors on the efficiency. Finally, put
forward advice for efficiency improvement.
