摘要
经济全球化促进了跨国公司的全球化战略布局,信息和信息通讯技术的飞速发展为
跨国公司信息系统服务离岸提供了可能,发展中国家的教育和科技水平提高,为跨国公
司信息系统服务工作离岸创造了良好的条件。A公司在信息服务离岸过程中对离岸模式
的选择和在其选择的模式下改进本地化运营值得研究。
本论文以A公司为研究对象,在对跨国公司信息服务离岸的两种不同的模式,即控
制离岸模式和离岸外包模式的选择进行研究与综述的基础上,结合A公司在信息系统服
务对控制离岸模式的选择中参考的战略因素、业务关系和性质、东道国特征等多方面
性质和特征来对离岸模式的选择进行的具体分析。同时A公司全球信息系统服务控制离
岸模式下上海离岸办公室的运营需要提高信息技术服务管理水平,从而保证企业在在这
方面的投资的效果和效率。本文对在上海的离岸办公室更好地进行本地运营,对提高服
务质量和务管理提出进行IT服务管理、软件生命周期管理、需求和质量管理等改进
建议。
本论文为A公司全球信息系统服务上海离岸办公室在公司控制离岸战略下更好地
改进本地化运营有一定的指导作用。同时也为越来越多的国际化企业离岸选择及运营提
供参考。

Abstract

The globalization strategy in multinational companies were promoted by economic

globalization. The possible of multinational companies' offshore services were provided by

the rapid development of information and communication technology for multinational

information systems. The good conditions of multinational companies' offshore services were

provided by the education, technology and information system services in developing

countries. The offshore mode selection in company A's process of their information service

offshore and the localization operator improvement under the mode of choice is worth to

study.

Company A was selected as the research object in this thesis. Two different modes that

control offshore mode and the offshore outsourcing model can be choose in multinationals

information systems services offshore. What kind of information service offshore mode can

be chosen by enterprises depending on the nature and characteristics specifics analyzing. The

offshore mode of company A's information system services was selected by refer to strategic

factors, and the nature of the business relationship, the host country, and many other features

of the nature and characteristics of the selection on the offshore model specific analysis.

Meanwhile it is needed to improve operators in company A's global information system

services Shanghai control offshore office's through improve IT service management level,

thus ensuring business investment in this area in the effectiveness and efficiency. Some

suggestion were provided by the thesis like local offshore center operators to implement

service quality and service for management of IT service management, software lifecycle

management, requirements and quality management recommendations for improvement.

A reference of operations in company A's global information systems services Shanghai

offshore office under company's control offshore strategy was provided in this thesis. The

thesis can also be referred by other companies.
