节能减排是应对能源资源约束和环境气候变化的重要推动力,也是促进各国

经济结构优化和经济发展方式改变的重要措施,大力发展以低排放、低污染、低

能耗为目标的低碳经济模式,将成为我国社会与经济协调可持续发展的必然选

择。随着节能减排工作在全国各地的深入开展,其评价问题也逐渐受到关注。

目前,国内尚未出台权威性的节能减排评价体系,这对于节能减排的管理工

作非常不利,为了推广节能减排举措的实施,加速经济发展模式的转变,迫切需

要我们提出一套行之有效的节能减排评价体系,用以对节能减排项目实施效果进

行评价和激励,以保障节能减排目标的顺利实现。

本文以可持续发展理论、外部性理论和循环经济理论为理论指导,在研宄和

总结国内外节能减排、评价体系等理论和方法的基础上,对区域节能减排评价体

系展开系统研究,探讨区域节能减排评价体系的构建与运行机制,在“五个转变”

的节能减排新战略的基础上,构建区域节能减排综合评价指标体系,为区域节能

减排评价提供基础和依据。

DEA (数据包络分析),是一种有效性比较高的应用数学规划模型来研宄具

有多个输入和多个输出的部门、单位的统计分析方法。本文首先根据国内外节能

减排的经验,结合潍坊市经济社会综合发展状况和节能减排形势,构建了节能减

排评价的指标体系。本文以潍坊市为例,将潍坊辖区内14个区、县看做14个不

相关的决策单元,从相对效率的角度分析各个决策单元并运用DEA方法中的超

效率模型进行分析,对潍坊市2008年到2010年间的各区、县的节能减排效率进

行了综合评价与分析,并提出了合理化的实施对策,为潍坊市节能减排未来的发

展提供思路,为节能减排工作的顺利进行提供科学指导依据。

ABSTRACT

Energy saving and emission reduction is not only an important force to deal with

energy resource constraints and environmental climate change, but also an important

measure to promote the optimization of economic structure and the model of economic

development. With low emissions, low pollution, low energy consumption as the goal,

the low carbon economy pattern will become the inevitable choice of sustainable

development of society and economy in china. With the work of energy saving and

emission reduction carry out in a deep-going way in some regional of country, its

evaluation issues are becoming increasingly concerned.

At present, China has not yet promulgated an authoritative evaluation system of

energy saving and emission reduction, so The energy-saving emission reduction

management work is very unfavorable. In order to promote the implementation of

energy saving and emission reduction and accelerate the transformation of economic

development mode, there's an urgent need for us to put forward a set of effective

evaluation system of energy saving and emission reduction, so as to evaluate and incite

the effect of the implementation of energy saving and emission reduction projects, to

achieve our objectives.

This article recommended an evaluation system based on the research of theory and

methods of energy saving and emission reduction and evaluation system, using the

theory of sustainable development, external theory and the circular economy. The paper

launched system research on the regional energy saving and emission reduction

evaluation system, and discussed how to build mechanism of regional energy saving and

emission reduction evaluation system. It constructed the comprehensive evaluation

index system of regional energy saving and emission reduction on base of the new

strategy on energy saving and emission reduction of the Five Change, providing the

basis for the evaluation of regional energy saving and emission reduction.

DEA ( Data Envelopment Analysis ),is an effective statistical analysis method on

the study with multiple input and multiple output departments and units by using

mathematical application programming model. Firstly, according to the domestic and

foreign energy saving and emission reduction experience, combined with the city of

Wei fang economic and social comprehensive development and energy saving and

emission reduction, constructed the index system of energy conservation and emission

reduction evaluation. Secondly, this paper took Weifang City as an example, and made

the 14 districts and counties of Weifang as 14 unrelated decision unit, and analyzed all

decision units from the angle of relative efficiency and used super efficiency model in

DEA. Then it analyzed the energy saving and emission reduction efficiency of districts

and counties of Weifang city in 2008 to 2010. Lastly, it put forward the rational

measures, providing ideas for energy-saving and emission reduction of the future

development of Weifang City, and provide scientific basis for smoothly development of

energy saving and emission reduction.
