进入二十一世纪以来,中国经济进入了新阶段,激烈的竞争迫使更多企业开
始注重人力资本投资,企业培训体系的建设成了主要的人力资本投资领域。然而,
很多企业缺少这一领域比较成熟的指导经验,本文借助M重卡企业为例研宂企业
中层管理人员,这一人力资本投资的核心目标人群的培训体系建设,通过应用工业
工程领域质量管理的理论和思想,在培训体系建设中指导培训流程的设计和优
化,研究综合运用文献研宄法,问卷调查等方法提出了针对中层管理人员的培训
体系设计方案,取得了一定成果,发现了企业现存培训体系的问题,并提出了建
议。
本文通过对M重卡企业中层管理人员的培训的理论研究和工作之便的访谈
调研,以及本文写作期间采用问卷调查等调查手段收集相应的信息,加以分析,
发现了一些问题,例如,培训职能分散,多龙治水现象严重;培训不成体系,流
于形式;只注重基层员工的培训,忽视了中层管理人员的培训需求。从而印证对
M重卡企业现存的培训体系的不足和问题的研宄和思考,并作为本文写作的基本
思路。期间运用相关的培训理论,结合对M重卡企业二次创业的发展战略分解,
提出与战略要求相配合的中层管理人员培训体系优化方案,从而填补M重卡企业
培训体系中针对中层管理人员培训的空白。以企业人员分类平台研究为基础,中
层管理人员这一群体的特征研究为出发点,引用质量管理中流程设计和流程优化
理论,提出由战略目标分解、确定培训群体、培训需求调查、培训课程规划、培
训课程开发、培训课程实施和培训效果评估七个环节构成的中层管理人员培训体
系,这一部分内容是本文的核心。最后本文提出了对中层管理人员培训体系保障
的几个建议和思考,得出研宂结论、不足和展望。
希望本文对M重卡企业中层管理人员培训体系的优化设计可以作为类似国有
大型集团企业培训体系研宄的参考,起到此抛砖引玉的作用。

ABSTRACT
Enter since twenty-first Century, Chinese economy has entered a new stage, and
the competition is forcing more and more enterprises begin to pay attention to the
human capital investment, enterprise training system construction has become the
main field of human capital investment. However, many enterprises lack the field of
mature experience, with the aid of M heavy truck enterprises for middle-level
managers of enterprises, the construction of training system of core target groups in the
human capital investment, through the application of industrial engineering quality
management theories and ideas,to guide the design and optimization of the training
process in the construction of training system in the study, the integrated use of the
literature research method, questionnaire survey method is proposed for the design of
middle management personnel training system, and achieved certain results, found the
existing training system of enterprises, and puts forward some suggestions.
Based on the M heavy truck enterprises middle management personnel training
theory and the work of the interviews, as well as of this writing during the
questionnaire investigation to collect relevant information,analysis, we found some
problems, for example, training functions dispersed,long water phenomenon is serious;
training no system,a mere formality; only pay attention to the class of staff training,
ignoring the middle management staff training needs. Research and thinking thus
confirmed the deficiencies and problems of M heavy truck enterprises existing training
system,the basic idea and as of this writing. During the application of relevant training
theories, combined with the decomposition of the strategic development of M heavy
truck enterprises do poineering work the two times,put forward combined with the
strategic requirements of middle management personnel training system optimization,
so as to fill the blank of middle management personnel training M heavy truck
enterprises training system. In order to study the classification of platform of enterprise
personnel as the foundation, study on the characteristics of this group of middle
management as the starting point of reference in quality management, process design
