摘 要
员工培训是人力资源管理的一个重要模块,是企业人才队伍建设的重要保障。
XJGC 的人才强企战略要求持续提升员工职业能力,培养胜任的人才队伍。然而,
XJGC 培训学习活动的开展,一直面临这无据可依和无章可循的问题,导致培训效果
不明显。
构建完善的培训课程体系并设计相应的运转机制是解决这一问题的有效途径。
本文选择 XJGC 任职资格管理体系中工程设计序列作为研究对象,应用素质模型、
任职资格管理等理论,采用调研访谈、欧亿·体育(中国)有限公司分析等方法,设计工程设计序列培训课
程体系,并结合任职资格管理体系将培训课程体系进行分级匹配,采用员工专业等
级晋升学分制实现培训课程体系的动态化运转。本文首先对素质模型、任职资格管
理体系等相关理论进行综合分析;接下来应用上述理论并辅以 BEI 访谈和欧亿·体育(中国)有限公司分析
等方法和工具分别构建工程设计序列素质类培训课程体系和岗位专业培训课程体
系;最后按专业等级将课程进行分级,设计培训课程体系的运转机制。通过本文对
工程设计序列培训课程体系构建的研究,希望能够形成工程设计序列完善的培训标
准,为培训效果的提升提供支持;同时,希望通过这一研究沉淀培训课程体系构建
的方法和工具,为 XJGC 其他序列培训课程体系的构建奠定基础。

Abstract
Training is an important module in human resource management, which is of great
importance to the talent team construction for an enterprise. XJGC has put forward the
strategy of talent thriving enterprise, which is supported by the staff consistent improving
their competency. However, in recent years, the training programs and activities can not
hit the targets, because there are neither training standards to be relied on nor the
responding mechanism to enhance the enthusiasm of the staff to learn.
Constructing rounded training course system is an effective way to solve the problem.
In this thesis, I choose the engineering design sequence in XJGC as a research object.
Applying the Competency Model and Qualification Standards and adopting the survey and
material-analysis methods, I design the training course system for the sequence. Based on
the system, I grade the courses according to the qualification ranks. It is by the application
of credit system that I make the course system operated dynamically. To begin with, I
analyze the theories of Competency Model and Qualification Management System
comprehensively. Then I combine the theories and the methods and tools of BEI and
material-analyzing to construct the training course systems of competency and knowledge
and skills respectively. Finally, I grade the courses according to the qualification ranks to
design the operating mechanism for the training course system. Based on the construction
of the training course system for engineering design sequence, not only do I hope to
clarify the competency standard for the sequence, but I also hope to accumulate the
methods of constructing course systems, which lays the foundation of the course system
design for the other sequences in XJGC.
