摘 要
在科层制的政府部门组织架构下,领导团队是由政府部门中担任领
导职务的人组成的领导集体。政府领导团队通过领导者的行为过程,对
政府部门发展和运作产生直接影响,发挥着决定性的核心作用。我国目
前正处在社会转型期,地方政府,特别是作为县区一级的基层地方政府,
承担的社会管理职能和公共服务压力日益增大,还要面临地方政府间日
趋激烈的区域竞争。因此,政府部门领导团队的运作成败对部门乃至一
个地区的发展都将产生巨大的影响。

在新公共管理运动的兴起中,关于团队和团队建设的研究日渐成熟,
团队建设的方法在许多私人部门中发挥着重要作用。作为公共部门的政
府,也迫切希望借鉴和引入一些私人部门中提高组织绩效的方法,运用
有效的管理工具,比如团队建设的理念和方法,来指导政府部门领导班
子团队建设,以提升政府绩效、改善公共管理和服务质量。

本文以嘉兴市南湖区为例,以政府部门的领导团队这一群体为研究
对象,主要通过对南湖区科局级领导干部进行问卷调查和分析,对可能
影响团队绩效的相关领导者行为进行数据分析,找出目前高效领导团队
建设中存在的差距和问题,并借鉴企业中高层管理团队建设的启示,提
出政府部门高效领导团队建设的方法和对策,为现实中需要进行团队建
设的地方政府部门的领导提供参考途径。

ABSTRACT
The organizational structure of government bureaucracy, the leadership
team is a collective leadership by people in positions of leadership in the
government sector. Through the course of activities, government leadership
team conducts a direct impact on the development and functioning of the
government departments and plays a decisive role in the core. Now,Since
China is in the social transition, its local governments, especially the
grassroots county (district) level local government are confronted with the
increasing pressure in the functions of social management and public service
commitment, as well as the fierce competition among their counterparts.
Therefore, the operation of the success or failure of the leadership team of the
government has an enormous impact on the development of the department
or even the total area.
During the rising of New Public Management Movement, the research
on teams and team building has been maturing, and the team building
methods play an important role in the private sector. Government, as a public

sector, is also eager to introduce some effective management methods and
tools such as team building concepts used in private sectors, to guide the
building of leadership bodies of the government departments, thus improving
government performance, public management as well as its service quality.
This paper, based on the survey and analysis on Nanhu District branch
bureau-level leading cadres, analyses the data of leader behavior which may
affect team performance, identifies gaps and problems in effective leadership
of team building. And also, by drawing on the inspiration of senior
management team construction in enterprises, this paper makes some
solutions and recommendations in efficient team building of government
departments, and provides some implementation means for the leaders of
local governments.
