摘 要
目前，国内大部分企业都深知培训管理体系的重要性，一个拥有成熟流
程的培训管理系统不仅是对员工个人技能的提升更是对企业发展十分有利的企
业文化的体现
然而对于 BIEE 这类事业单位来说，大部分的培训都是应上级通知参加，
仅仅是针对某一单项的培训，培训效果和主旨都不甚明确。极少有事业单位拥
有内部培训管理系统来支撑内部员工培训管理体系的构建和业务发展。如何针
对单位的特点建立结构清晰，层次明确的管理体系对员工在岗位发挥的效用有
着举足轻重的影响，对管理层掌握和管理员工的技能情况也尤为重要
本文将以 BIEE——一家小型服务类事业单位作为研究案例，分析案例独特
背景和需求，依据所学的管理理论，运用系统工程的分析研究方法，对培训管
理系统进行可行性分析、系统需求分析，并详细剖析系统结构中各子系统的整
体性、层次性、相关性和适应性；深入细致的研究本系统运作时所需的每个模
块功能构架和各个要素，最后呈现出有 BIEE 特色的培训管理系统，并对其他
事业单位培训体系的建立带来启示

Abstract
At present, most enterprises in China have deeply understood the importance of
training management system. A training management system with mature process is
an embodiment of enterprise culture not only for skill improvement of employees
but also for development of enterprises.
However, for institutional organizations like BIEE, most training is informed by
leader organizations and aim at a single item with unclear effect and purpose. Very
few institutional organizations own internal training management system to support
its training management construction and business development. How to set up a
management system with clear structure and administrative levels plays a critically
important role in the performances of employees and in management layer’s master
of employee’s skills.
Based on BIEE, a small-scale institutional organization, the thesis will analyze the
background and demands of the case subject. The thesis will make feasibility
analysis and system requirements analysis on training management system
according to the management theory and the research method of Systems
Engineering and will dissect the integrity, hierarchy, correlation and adaptability of
each subsystem. deeply and carefully research on each module function
framework and each element required by system operation, Present a training
management system with BIEE characteristics to bring illuminations to the training
system of other institutional organizations.
