摘要
近年来，随着我国钢铁工业的迅速发展，给轧辊制造业带来前所未有的机遇
和挑战。加入WTO后，国外轧辊厂商纷纷进入国内市场，其管理和技术优势给
国内轧辊厂家带来巨大威胁；国内轧辊欧亿·体育（中国）有限公司生产厂家众多，市场处于供大于求的
状念；而多数厂家规模小、档次低、研发能力差、没有核心技术和核心竞争力，
普遍缺乏发展战略、市场定位方面的研究；特别是原材料价格的持续上涨，能源
供应短缺，给本来就靠降价销售、已处于微利状念的轧辊厂家造成无法承受的压
力，继而导致全欧亿·体育（中国）有限公司效益下滑，一些厂家面临破产的境地。如何应对众多不利因
素的挑战、实现生存与发展，成为各轧辊厂家亟待解决的课题
本文运用国际上最为权威的、哈佛大学教授迈克尔·波特的竞争战略理论，
通过对轧辊欧亿·体育（中国）有限公司全面细致的分析，提出鞍钢轧辊厂实施成本领先竞争战略的战略
选择。在战略实施的研究中，作者运用多种现代管理技术和方法，对轧辊成本控
制、企业定位、产品组合、产量规模以及市场选择进行了详细的探讨，并提出了
战略业绩评价的有效方法
本文以迈克尔·波特的竞争战略理论为基础，以环境决定战略为出发点，试
图将经济学中严谨的数学模型及分析方法运用到战略管理领域中，以增强波特竞
争理论的实践效果：文中运用了标杆竞争、价值链分析、作业成本法、生命周期
模型、五种竞争力模型、核心竞争力评价、波士顿矩阵、回归预测模型、全面预
算法、用口质量损失函数、供求均衡曲线和平衡记分卡等多种现代管理技术，综
合运用各种数理统计、数学分析方法，用数据来支持论证的有效性
本文所提出的战略研究与应用方法，也为“中国制造”环境下中国企业如何
选择和实施竞争战略提供了较为典型的理论与实践的尝试

ABSTRACT
Rapid development of iron and steel industry of china in recent years
has brought unprecedent opportunities as well as challeges to demestic roll
producers．With china‘S entry into the WTo．foreign rotl makers who take
advantage of advanced management and techonalogy have cast crushing
threat to the demestic roll makers，who are small{n production scale。lOW
in quality and poor development capability,short of core techiniqus and
competitiveness，lack of long term strategy and studies of maket
positioning．
Especially upraising price of raw material and short energy brought
unbearable pressure to the demestic roll providers who sell on low price
policy making the whole roll industry profit decrease and some roll
factories even go bankrupt，how to encounter the disadvantage challenge
and persue existence and developlnent has been an urgent problem for US
to solve．
This paper using the most authoritive competitition theory of
professor Mecheal E．Porter from harvard university aims to present a cost
leadership theory for angang roll factory to carry out through the entire and
careful analysis ofroll industry．
Many kinds of modem management technologies and methods have
been adopted to solve roll cost control，enterprises self-positioning
selecting of product mix，production scale and market development and an
effective strategy evaluating method has alSO been brought out．
This thesis based on competitition theory of professor Mecheal
E。Porter with a starting point of“environment dertiminating strategy
theory'’made a good attempt to use strict mathematic model and analytical
methed of economics into strategic management field to intensify practical
ef艳ct of Porter’S competition theory：modem management technologies
and theories such as lever competition，chain value analysis，life。cycle
model，5 competitiveness model，core competitiveness evaluation，boston
matrix，regression pridiction model，total budget method，taguchi quality
lOSS function，supply and demand equibrium curve，balante scoring
method together with many mathematic and statistic analysis methods have
been adopted to prove the effectiveness of this argument with large mount
ofdata．
Strategic research and application of this PaDer have also been
presented a typical theoretical and practical attempt of enterprises of china

轧辊是轧钢生产中最大的工具类消耗备件，其质量好坏不仅直接影响着轧
钢生产的作业率，也影响到钢材产品的产量和质量。轧辊欧亿·体育（中国）有限公司属于为钢铁工业
提供服务的加工制造业，在发达国家钢材需求普遍萎缩的今天，中国的钢铁工
业还在持续发展，这就必然成为世界轧辊生产厂商实施全球化战略的重要对象
国内的轧辊欧亿·体育（中国）有限公司在建国以后，伴随着钢铁工业的发展，有了巨大的变化，现已
具备年产30万吨各类轧辊的能力。但由于对市场前景估计过高，轧辊企业盲目
扩大生产规模，现在的年需求量仅为15—18万吨，供给严重大于需求，导致轧
辊市场激烈竞争，争相压缴压价，轧辊生产企业经济效益大幅下降，许多企业
生产难以为济，甚至濒临破产。为了对此发展形势做出准确判断，合理调整我
们的战略，力争在国内外轧辊大市场争夺中掌握主动，增强鞍钢轧辊厂的竞争
优势，现撰写此文，提出所应采取的战略和具体的措施
1．1鞍钢轧辊厂简介
鞍钢集团轧辊厂始建于1935年，是中国轧辊工业的摇篮，现为国内第二大
轧辊生产企业。全厂拥有固定资产1．2亿元，现有职工747人，年产各类铸铁轧
辊1．3万吨，产值1．1亿元
该厂设备包括大中小卧、立式离心铸造机4台，1．5吨、3吨、20吨工频感
应电炉，各式热处理炉窑19台；各种类型粗、精加工机床40余台，其中投资1500
万元进口数控磨床为国内轧辊厂最先进设备。还拥有进口超声波探伤仪、直读
光谱仪、金相显微镜等精密分析检测设备
作为具有近70年历史的老厂，该厂拥有一支包括博士、硕士、高级工程师
和技术专家、覆盖铸造、热处理、机械、电气、计算机等专业的工程技术队伍，
技术力量较为雄厚，制造工艺成熟，质量保证体系比较完善。浚厂首批获得“铸
铁轧辊生产许可证”及“出口轧辊生产许可证”。】998年获得IS09002质量体系
认证，被评为辽宁省“重合同首信用单位”，荣获辽宁省质量管理奖。产品曾分
获省、部级优质产品奖，并获得多项国家专利
该厂生产的铸铁轧辊种类齐全、规格繁多，主要包括冷硬铸铁、无限冷硬
