摘 要
EPC 工程总承包管理模式是目前国际工程承包市场上一种流行和有效的工
程项目管理模式，也是我国建设部门大力推广的一种承发包模式。所谓 EPC 工
程总承包是指从事工程总承包的企业受业主委托，按照合同约定对工程项目的设
计、采购、施工（安装）、试运行（竣工验收）阶段等实行全过程或若干阶段的
承包。随着三十年的发展，EPC 总承包市场在国内逐步走向成熟，并从最初的建
筑业逐步进入了更多的领域，成为工程项目管理的首选模式。由于国家鼓励有能
力的勘察设计企业开展 EPC 工程总承包，使得国内的勘察设计企业纷纷进军总
承包市场，不断培养和积累作为工程总承包商的能力和经验。

鞍钢集团矿业设计研究院是目前全国唯一专业从事冶金矿山科研、设计、勘
察、监理的工程技术咨询机构，是鞍山钢铁集团公司的三大研发机构之一，具有
冶金、矿山、建筑、规划、建材及压力管道等多欧亿·体育（中国）有限公司资质，有多项技术和设计成
果获得国家级、省部级等奖项，能够承担特大型、大型冶金矿山从采选工艺研究、
技术经济论证、可行性研究到工程勘察、设计、监理和工程总承包等全套业务。

作为国内冶金欧亿·体育（中国）有限公司知名的勘察设计企业，近年来该院不断拓宽业务领域和范围，
探索 EPC 工程总承包管理模式，在实践中取得了良好的效果。

本文首先介绍了冶金勘查设计企业EPC工程总承包管理模式的背景及意义，
其次以该院开展的“攀钢新白马及及坪采场矿石破碎及胶带运输工程”为实例，
阐述了 EPC 工程总承包管理模式的实际运行情况，再次追述了 EPC 工程总承包
的概念、适用范围、主要内容、流程、特征、优势、风险等内容，并分析了 AMEC
开展 EPC 工程总承包的原因、优势以及可能性和必要性，最后总结了该项目实
施过程中取得的经验和教训，并对开展过程中存在的问题提出了应对的建议，为
该院今后开展类似总承包业务提供借鉴，也为相关专业企业推行该模式提供借
鉴。

Abstract
EPC general contract management mode is a popular and effective project
management mode in the international project contracting market ,it is also a mode
that China's construction sector to promote. The so-called EPC general contract is
general contracting company that engaged in the construction who commissioned by
the owners, in accordance with the contract, to deal with design, project procurement,
construction （installation）, test run （acceptance） stage of the whole process or
some stages of the contractor. With thirty years development, EPC general contract in
domestic market is gradually mature, and from the initial building industry gradually
into more areas, has become the preferred mode of construction project management.
The State encourages exploration and design enterprises have the capacity to carry out
EPC project general contracting, the prospecting and design enterprises of China have
entered the general contracting market, and has cultivated and accumulated as
contractor's ability and experience.
Anshan Iron and Steel Group Mining Engineering Company is currently the only
specialized in metallurgical and mining research, design, investigation, supervision of
engineering consulting agencies, Anshan Iron And Steel Group Corporation is one of
the three R & D institutions, metallurgy, mine, construction, planning, building
materials and pressure piping and other multi industry qualification, there are a
number of technical and design results obtained national, provincial and ministerial
level awards, it can undertake oversized large metallurgical mines from mining
technology research, technical and economic evaluation, feasibility study to project
survey, design, supervision and construction general contracting a full set of business.
As a famous domestic metallurgical industry prospecting and design company, in
recent years, this company expanded its business scope, exploration of EPC general
contract management mode, and achieved good results in practice.
This paper firstly introduces the background and significance of metallurgical
exploration of general contract management mode design of enterprise EPC project,
followed by this company who carry out the Pangang new BaiMa and JijiPing stope
ore crushing and tape transport engineering for example, expound the actual
operation situation of EPC general contract management mode, once again discussed
the concept, EPC contractor of applicable scope, main content, process, characteristics,
advantages, risk and so on, and analyzed the reason of carrying out EPC project
general contracting, the advantages of AMEC and the possibility and necessity,
