摘 要
随着我国各个地区经济的飞速发展，对特种设备的需求量也日益增多，为了保障特种
设备的质量和使用安全，减少因特种设备而发生的事故，除了做好安全监管工作以外，最
重要的就是对特种设备检测检验工作。检测检验可以及时发现特种设备的问题，提出补救
措施，最大限度的保护特种设备的使用周期及确保人民生命安全，促进社会的稳定发展。

本文以发放回收特检欧亿·体育（中国）有限公司问卷调查的方式，利用项目生命周期管理理论、成分风险理
论和敏感性分析理论，对我国特检欧亿·体育（中国）有限公司风险控制以及检测过程管理进行了剖析。通过与国
外特检欧亿·体育（中国）有限公司的比对找出了我国特检欧亿·体育（中国）有限公司存在的问题和不足，针对我国特检欧亿·体育（中国）有限公司管理面临着
管理信息化滞后、服务组织结构不适应性、人力资源配置滞后等问题，给出了特检欧亿·体育（中国）有限公司管
理创新方案。

文中制定的特检欧亿·体育（中国）有限公司管理方案中建立了以社会责任为导向的管理模式，提出了一套利
用移动终端设备的《特种设备检验检测移动信息化解决方案》，优化了特检流程，并以山
东省济宁市特种设备检测所为例，详细阐述了特检欧亿·体育（中国）有限公司的管理模式的具体实施策略。

通过本课题的研究对于我国特检欧亿·体育（中国）有限公司的健康、快速和稳健发展起到了重要参考价值，
为特检设备的使用安全提供了必要保障。

ABSTRACT
With the rapid development of economy of each region in China, demand for special
equipment is also increasing, in order to ensure the quality and use of special equipment safety,
reduce due to special equipment accident, in addition to the safety supervision work, the most
important is the special equipment inspection work. Special equipment inspection can discover
problems, propose remedial measures, protection of special equipment to maximize the use of
cycle and ensure the safety of people’s lives, promoting social stability and development.
In this paper, We will issue recovery special inspection industry survey, and carry out the
analysis of special inspection industry risk control and management of the detection process
through the theory of the project life cycle management, the component risks ,the theory of
sensitivity analysis. We could look for the problems and shortcomings of the special inspection
industry in China ,which compared with foreign special inspection industry. Our special
inspection industry management facing management information services organizational
structure adaptability, human resource allocation lag and other issues. The special inspection
industry management innovation program is established.
Social responsibility-oriented management model and the special equipment inspection and
testing of mobile information solutions using of a mobile terminal equipment is established in
the innovation program, which could optimize the special inspection process. To Jining special
equipment inspection example, the specific implementation of the strategy of the management
model of the special inspection industry is described.
The subject of research for healthy, rapid and sound development of the special inspection
industry in China has played an important reference value and provided the necessary protection
for the safe application of the special inspection equipment.
