中盐吉林公司绩效考核体系研究
随着我国经济改革的不断深化,人们的目光越来越向垄断企业聚焦。盐行
业做为几千年来的老牌垄断专营欧亿·体育(中国)有限公司,在发展的同时,对欧亿·体育(中国)有限公司内部绩效管理的
成效,已经成为以中盐总公司为龙头的全国盐欧亿·体育(中国)有限公司的管理核心。从2005年起,
中盐企业就已经在全员考核的基础上,实行绩效管理,力求满足不断发展的盐
欧亿·体育(中国)有限公司的管理需要。

但是,就目前盐业企业的绩效考核来说,存在很大的问题,尤其是绩效考
核指标选取不科学,绩效考核体系并未突出也盐业企业自身的特点。而且,更
重要的是,盐业企业作为垄断欧亿·体育(中国)有限公司,其欧亿·体育(中国)有限公司特征也决定了其绩效考核体系存在“家
长制”、“一言堂”的特点,缺乏民主和弹性。为了客观公正地评价员工工作业绩
和综合素质,激发员工的积极性和创造性,提高中盐企业的管理水平,建设以
绩效为导向的企业文化,保持员工与企业的可持续发展,建立绩效考核体系势
在必行。

本文通过对中盐吉林公司企业背景及企业绩效考核体系的发展历史及特
点、存在的问题和对公司发展的影响,对中盐吉林公司绩效考核体系的实施进
行了分析,并依据时间、成本、品质,结合I-P-O(input-process-output)流程,
构建了中盐吉林公司的绩效考核体系,最后结合企业实践提出了确保绩效考核
体系实施的路径、过程控制和保障。

Research on the Performance Evaluation System
of Salt Jilin Company CNSG
With the rapid deepening of economic reform in China, more and more
attention has been paid to the monopoly enterprises. As the old brand of monopoly
group with long history, China national salt industry company respects not only its
own development, but also the inner performance management, which has become
the core of management of the corporation.Since 2005, China national salt
industry company has executed the inner performance management on the basis of
evaluation of employees, which could fulfill the salt industries’ management need .
But there are many problems still in salt industries’ performance appraisal, such
as not reasonable when choosing the evaluation of performance appraisal and the
system of performance appraisal can not stand for the own Characteristics of salt
industry itself. Furthermore, as a kind of monopoly enterprises, its own industrial
characteristics make the system of performance appraisal rule by the voice of one
man alone, which lacks of democracy and flexibility. In order to assess the
employees’ work achievements objectively, arouse the employees’ activeness and
creativeness, improve the management level in the corporation, build performance
based corporate culture and maintain sustainable development, establish the system
of performance appraisal is imperative.
The writer analyzes the performance appraisal system in salt Jilin company
according to the history, characteristics, subsistent problems and effect of the
business background and the development of the company. And the writer also
establishes a new performance appraisal system for the company which based on
time, cost, quality and I-P-O (input-process-output).Finally, the writer proposes some
practical methods for the new system.
