XX城市建设投资集团公司发展战略研究
摘要
随着我国经济发展由高速增长转向高质量发展阶段,城市城镇化程度逐渐提高,
基础设施建设日渐完善,更多的城市发展已经从只注重建设向注重运营服务方向转变,
在这其中,以城投公司为代表的带有政府性质的特殊市场经营主体就扮演了重要角色
之一,只有做好战略定位、业务布局,及时根据外部宏观环境的变化来调整自身的发
展战略,进一步获取优质资源,打造现金流、寻找盈利点、形成良好的资本运作、产
业协同发展力,才能更好地参与新型城镇化建设、服务城市发展、增强自身造血能力,
实现从城市建设者向城市综合服务运营商向国有资本投资运营集团公司转变。XX城
市建设投资集团公司(以下简称XX集团公司)作为民生与市场、产业与资本互动、
服务城市建设和产业发展的重要载体,由政府注入相关资金、资源、资产和股权划拨
等组建而成,正逐步开展多元化业务,实现了财务报表合并。随着城市城镇化进程加
快,原有的发展定位和战略要求已经不能满足发展需要,亟需寻求适宜的业务组合和
发展路径。
本文以企业战略管理理论、生命周期理论为基础,以XX集团公司为研究对象,
综合分析了集团公司运营情况、财务状况及发展战略现状,初步判断企业所处的生命
周期阶段,运用PEST、SWOT分析等方法对其战略环境进行了研判,并从发展战略内
容及战略运营模式角度对其现有战略进行分析,明确其不同生命周期阶段的战略选择;
结合以上分析提出发展中存在的问题,并作出原因分析;明确了XX集团公司发展战
略的总体思路、原则、123456总体发展战略、使命愿景等,并明确金融服务功能、
基础设施建设、地产投资开发、国有资产运营及实业产业投资业务板块形成集团公司
业务战略,然后从企业发展的生命周期理论出发,按照发展阶段将XX集团公司发展
战略分为资源整合期、资本运作期(转为城市综合服务运营商和县域国有资本投资运
营集团公司的样板)和深化拓展期(成为控股集团入主上市公司),为各发展阶段资
源整合情况及业务组合模式提供适宜的战略方向和发展思路,最后从战略管控体系构
建、公司治理与组织结构优化、集团公司财务规范管理、战略性人力资源管理、企业
品牌与文化建设、风险管理体系建立等方面明确战略规划实施的保障。

ABSTRACT
As China's economic development shifts from high-speed growth to high-quality
development,the degreeof urbanurbanizationis graduallyincreasing,and the
infrastructure construction is gradually improving. More urban development has changed
from focusing on construction to focusing on operational services. Among them, the
special market operators with government nature represented by Urban Construction
Development Investment Co., Ltd. have played an important role. Only by doing a good
job in strategic positioning and business layout, According to the changes of external
macro-environment, we should adjust our own development strategy in time, further
acquire high-quality resources, create cash flow, find profit points, and form a good capital
operation and industrial synergy, so as to better participate in the new urbanization
construction, serve urban development, enhance our own hematopoietic capacity, and
realize the transformation from urban builders to urban comprehensive service operators to
state-owned capital investment and operation group companies. XX urban construction
investment group company(hereinafterreferred to as XXGroup Company), as an
important carrier of the interaction between people's livelihood and market, industry and
capital, and serving urban construction and industrial development, was formed by the
government's injection of relevant funds, resources, assets and equity allocation, etc., and
is gradually developing diversified business and realizing the consolidation of financial
statements. Withthe acceleration ofurban urbanization, theoriginal development
orientation and strategic requirements can no longer meet the development needs, and it is
urgent to find a suitable business combination and development path.
Based on the theory of enterprise strategic management and life cycle, this paper takes
XX Group Company as the research object, comprehensively analyzes the operation,
financial situation and development strategy status of the group company, preliminarily
judges the life cycle stage of the enterprise, uses PEST, SWOT analysis and other methods
to judge its strategic environment, analyzes its existing strategy from the perspective of
development strategy content and strategic operation mode, and makes clear its strategic
choices in different life cycle stages; Combined with the above analysis, the problems
existing in the development are put forward, and the causes are analyzed; The general idea,
principle, 123456 overall development strategy, mission vision and so on of XX Group
I
