摘 要
乡村振兴战略，是在党的十九大提出的关于新阶段农村工作的重大决
策部署，是关乎现代化农村的建设、经济可持续发展、小康社会全面建成
的重要战略。乡村振兴的首要任务就是要推动乡村经济的发展，金融是现
代经济发展的引擎，农村金融则是支撑乡村振兴战略顺利实施的重要保障。
经过多年的农村金融体系改革，农村信用社逐渐成长为以服务地方经济为
主的农村金融主力军，在支持当地农村经济发展、农业产业现代化、农民
收入增加等方面作出了相应的成绩。乡村振兴战略的实施客观上要求农村
信用社发挥农村金融主力军作用支持乡村振兴，因此研究农村信用社支持
乡村振兴的业务发展对策，对提高农村信用社的乡村振兴支持力度以及推
动农村信用社的发展有着一定的现实意义。
本文以N 农村信用社为研究对象，结合 N 市农业产业情况，深入剖析N
农村信用社支持乡村振兴的业务发展现状，总结其成效、问题及成因，形
成 N 农村信用社支持 N 市乡村振兴的业务发展对策建议。主要研究结论如
下：N 农村信用社切实履行农村金融主力军职责，通过信贷支持 N 市粮食、
糖料蔗及特色水果生产，支持 N 市农业产业振兴；通过推进“整村授信”，
发展普惠金融，保障农民共同富裕；通过搭建“一卡通”等金融服务平台，
整合农村大数据信息，助力乡风文明治理。受经营导向存在偏差、人力资
源配置不足、业务覆盖面窄、信息化建设不足等原因影响，N 农村信用社支
持 N 市乡村振兴的业务规模较小、业务层次较单一以及业务发展的信息化
支撑不足。针对上述问题及原因，本文也提出了相应的解决方案。一是加
强信贷业务的精细化管理，加大对乡村振兴的金融支持。二是加快信息化
建设，提升金融服务覆盖面。三是完善现有产品体系、创新金融产品设计，
积极应对新时期农村金融需求的变化。四是优化组织架构设计，加快人才
队伍建设，提升金融服务能力。

ABSTRACT
The Rural Revitalization Strategy was a major decision and deployment put
forward by the 19th CPC National Congress. It is an important strategy related
to the construction of modern rural areas, sustainable economic development
and the completion of a well-off society in an all-round way. The priority of
the rural revitalization strategy is promoting the development of rural economy.
Finance is the engine of modern economic development, while rural finance is
the important guarantee for the implementation of the revitalization strategy.
After years of rural financial system reform. Rural credit union have gradually
grown into the main force of rural finance focusing on serving the local. It has
made certain achievements in supporting the development of local rural
economy, the modernization of agricultural industry and the increase of farmers;
income. The implementation of Rural Revitalization Strategy objectively
requires rural credit union to play the role of the main force of rural finance to
support rural revitalization. Therefore, studying the business development
countermeasures of rural credit union to support rural revitalization has certain
practical significance for improving the Rural Revitalization support of rural
credit union and promoting the development of rural credit union.
This thesis takes N rural credit union as the research object, collects and
sorts out the relevant documents on the implementation of Rural Finance
Supporting Rural Revitalization Strategy, combined with the situation of
agricultural industry in N city, deeply analyzes the business development status
of N rural credit union supporting rural revitalization, summarizes its
achievements, problems and causes, and finally forms the business development
countermeasures of N rural credit union supporting rural revitalization. The
main research conclusions are as follows: N rural credit union earnestly perform
the duties of the main force of rural finance, and support the production of grain,
sugar cane and characteristic fruits in N city through credit to support the
revitalization of rural industries in N city; By promoting the "Whole village
