摘 要
随着我国经济和技术飞速发展，市场上产品种类日新月异，但是商品质量却无法
与消费者需求相匹配。甚至是关乎群众生命健康的食品欧亿·体育（中国）有限公司，近年来也是频频出现安
全问题，让广大消费者对国产食品失去信心，经常出现中国消费者海外大量采购食品
的热点新闻。因此如何有效的推动国内企业产品质量体系建设，提高国内食品安全水
平成为了摆在我们面前的重要课题。
本文首先是梳理质量管理理论对提升企业质量水平的影响。部分国内中小企业满
足于发展现状，意识不到质量体系建设的重要意义，没有推进企业质量体系建设的紧
迫感。其次是以 JH 食品有限公司近几年进行产品质量体系建设为例，梳理中小企业
质量管理体系建设现状及困难。再次，通过对 JH 食品有限公司的案例研究，分析对
中小企业建设质量管理体系造成困惑的原因。最后通过理论分析、文献研究和案例剖
析为企业解决质量管理体系中的难题提出优化方案。
本论文以中小规模企业JH 食品有限公司进行产品质量体系建设为视角，依据全
面质量管理理论，对该企业建立并落实产品质量管理体系的过程进行分析，针对其产
品质量管理体系建设不完善、落实不到位的问题提出优化解决方案，同时为为市场上
其他中小规模食品生产企业，提供可以复制的质量管理提升范本和理论指导，不仅便
于监管部门监管，更能有效提高中小型食品生产企业的食品安全水平。

ABSTRACT
With the rapid development of China;s economy and technology, the types of products
on the market are changing rapidly, but the quality of goods cannot match the needs of
consumers. Even in the food industry, which is related to the lives and health of the people,
safety problems have occurred frequently in recent years, making consumers lose confidence
in domestic food, and hot news about Chinese consumers; large overseas purchases of food
has often appeared. Therefore, how to effectively promote the construction of the product
quality system of domestic enterprises and improve the level of domestic food safety has
become an important issue before us.
This article first combs the impact of quality management theory on improving the
quality level of enterprises. Some domestic small and medium-sized enterprises are satisfied
with the current situation of development, and do not realize the importance of quality
system construction, and have no sense of urgency to promote the construction of enterprise
quality system. Secondly, take JH Food Co., Ltd.;s product quality system construction in
recent years as an example to sort out the current situation and difficulties of the quality
management system construction of SMEs. Thirdly, through the case study of JH Food Co.,
Ltd., it analyzes the reasons for the confusion caused by the construction of quality
management system for small and medium-sized enterprises. Finally, through theoretical
analysis, literature research and case analysis, an optimization scheme is proposed for
enterprises to solve the problems in the quality management system.
From the perspective of the product quality system construction of small and medium-
sized enterprise JH Food Co., Ltd., based on PDCA cycle theory and Zhulan quality trilogy
total quality management theory, this paper analyzes the process of establishing and
implementing the product quality management system of the enterprise, and puts forward
optimization solutions for the problems of imperfect construction and implementation of its
product quality management system. At the same time, for other small and medium-sized
food production enterprises in the market, Providing replicable quality management
promotion models and theoretical guidance will not only facilitate the supervision of
regulatory authorities, but also effectively improve the food safety level of small and
medium-sized food production enterprises.
