摘要
经过数十年发展,我国房地产欧亿·体育(中国)有限公司已经成为较为成熟的产业。然而房地产项目具有
建设周期长、投资总额大、施工过程复杂等特点,在项目建设过程中,不论哪一因素、
哪一环节出现问题,都可能导致严重后果。项目施工现场是动态的,有很多不确定因素,
存在一些潜在的安全隐患,时常会发生一些计划以外的事情,如不及时发现和解决,就
可能造成更大的损失甚至是灾难。近些年,各地房地产项目安全事故时有发生,有关房
地产施工安全问题的纠纷屡见不鲜。房地产项目要想实现安全生产,杜绝安全隐患,必
须加强施工安全管理。
本文以 F房地产项目为研究对象,根据 F项目自身特点和安全管理目标,综合运用
相关理论知识,结合笔者多年来对房地产企业的了解以及在 F房地产项目的实习经验。
首先介绍 F项目概况,F项目安全管理的组织结构,然后对现状进行分析,按照发现问
题——分析问题——解决问题的研究思路,运用实地调查法、案例分析法及访谈法,从
F房地产项目施工管理、事故预防和应急处理能力以及安全风险预测防控三个维度,对
F项目施工安全管理现状进行分析,并对其做了内部环境分析和外部环境分析,归纳总
结出 F房地产项目具体存在的安全管理问题有:安全管理组织结构不完善,成本、工期
与安全管理不协调,采购流程不科学,事故预防和应急处理流程不规范,事故责任落实
不到位,事故整改措施不全面,内部安全监督不到位,验收把关不严格,监理工作存在
漏洞,委托第三方检测流于形式等。最后,通过案例分析法深入探究,利用危险源的识
别方法,事故发生的因素等,分析产生这些问题的内因和外因,并在此基础上结合事故
致因理论和杜邦安全管理理论,提出相应的完善对策,即优化安全管理组织结构,实行
科学采购,规范事故预防和应急处理流程,多举措避免“六大伤害”,加强企业安全文
化建设,加强日常监督、隐蔽工程监督和重点环节监督,严格验收流程,规范第三方检
测委托和送检操作等。
希望这些研究成果可以帮助 F项目解决实际问题,使其达到施工安全管理的目标,
并能够为其他类似房地产项目提供积极的参考和借鉴作用。

ABSTRACT
After decades of development,China's real estate industry has become a relatively mature industry.
However,real estate projects have the characteristics of long construction cycle,large total investment and
complex construction process.In the process of project construction,no matter which factor or link has
problems,it may lead to serious consequences.Project construction site is dynamic,there are many uncertain
factors,there are some potential safety risks,often happen some things outside the plan,if those things can
not be found and solved in time,it may cause greater loss or even disaster.In recent years,real estate project
safety accidents happen from time to time,the disputes about real estate construction safety occur frequently.
In order to realize safe production and eliminate hidden danger,construction safety management must be
strengthened.
In this paper,F real estate project as the research object,according to their own characteristics and the
safety management goal of F project,theoretical knowledge has be used integrally,on the understanding of
the real estate enterprises over the years,and the author′s internship experience in F real estate project.
Firstly introduced the overview of F project,organizational structure of F project safety management.Then
the status quo is analyzed.According to the research idea of finding problems-analyzing problems-solving
problems,using field investigation method,Case analysis method and interview method,from the three
dimensions including construction management,accident prevention and emergency solution capacity,as
well as safety risk prediction and control of F real estate project,to analyze the current situation of F project
construction safety management.The internal environment and external environment are analyzed,
summarized the specific safety management problems of F real estate projects are:safety management
organization is imperfect,cost,duration and safety management are not coordinated,procurement process is
unscientific,accident prevention is not standard and treatment process emergency is inadequate,the accident
responsibility is not fully implemented,the accident rectification measures are not comprehensive,the
internal safety supervision is not in place,the acceptance control is not strict,there are loopholes in the
supervision work,and entrusting a third party to detect is a mere formality etc.On the basis of analyzing the
internal and external causes of these problems,combine with Accident-Causing Theory and DuPont Safety
