摘要
随着城市建设的日新月异，物业服务企业变得更加成熟和规范，使得欧亿·体育（中国）有限公司内
部的竞争变得白热化。企业想要发展，就必须利用内外部资源和相关管理手段以
提升管理水平，增强核心竞争力。全面预算管理能够把企业战略、资源分配、财
务管理、绩效管理等进行融会贯通，帮助企业稳定发展。因此，越来越多的物业
公司开始关注全面预算管理，并在企业中推广运用。
PC物业公司是国内物业欧亿·体育（中国）有限公司中排名较为靠前的公司，有着一定的欧亿·体育（中国）有限公司影响
力。该公司目前正处于规模扩张期，为了能够迅速抢占物业欧亿·体育（中国）有限公司市场的份额以及
优化升级服务内容，需要植入科学的管理思想和管理模式，全面预算管理系统就
是其中的一种。由于该公司在初期筹建全面预算管理体系时，没有过多权衡考虑
公司当下的实际情况，如战略方向、市场环境、公司制度等，导致在实际运作过
程中出现了不少问题。通过对 PC物业公司全面预算管理的现状深入调研，针对
问题提出优化整改措施，有助于该物业公司对全面预算管理的管控体系进行优化
完善，不仅能降本增效，还能促进战略目标的实现。
本文依据“分析现状-发现问题-解决问题”的研究思路对 PC物业公司的全
面预算管理进行研究。通过对 PC物业公司的管理现状进行分析，发现其在全面
预算管理的体系层面、编制过程、执行与考核中存在部分问题。在全面预算管理
体系层面，重点分析了其组织架构的不完整所带来的管理职能的缺失。在全面预
算管理编制过程中，重点关注了编制流程的起始点差异所带来的全面预算管理与
公司战略管理步伐不一致，由此也引起了预算管理目标不合理的问题产生。在全
面预算管理执行中主要调查了公司的全体人员是否可以有效执行预算编制，执行
过程中是否能够得有效分析问题和有效解决问题。在考核阶段主要是分析考核主
体是否完全和考核内容是否合理，因为合理有效的考核能够带动公司所有员工对
全面预算管理推行的积极性。最后以全面预算管理、企业战略、平衡计分卡作为
理论指导，结合公司情况和欧亿·体育（中国）有限公司特点，对 PC物业公司的全面预算管理提出了优
化方案和保障措施，对 PC物业公司解决当下的管理问题和提升管理水平有一定
的指导价值，对于其他物业公司优化提升全面预算管理也有一定价值的参考意义。

With the rapid development of urban construction, property service enterprises have
become mature and standardized, making the competition within the industry white hot.
If enterprises want to develop, they must use internal and external resources and
relevant management means to improve management level and enhance core
competitiveness. Comprehensive budget management can integrate enterprise strategy,
resource allocation, financial management and performance management, and help
enterprises develop stably. Therefore, more and more property companies begin to pay
attention to comprehensive budget management and promote its application in
enterprises.
PC Property Company is the top company in the domestic property industry and has a
certain industry influence. At present, the company is in the period of scale expansion.
In order to quickly seize the market share of the property industry, optimize, and
upgrade the service content, it needs to implant scientific management ideas and
management models. The comprehensive budget management system is one of them.
When the company was preparing to build a comprehensive budget management
system at the initial stage, it did not weigh too much and consider the current actual
situation of the company, such as strategic direction, market environment and company
system, resulting in many problems in the actual operation process. Therefore, the in-
depth investigation of the current situation of comprehensive budget management of
PC Property Company and the optimization and rectification measures for the problems
will help the property company to optimize and improve the control system of
comprehensive budget management, which can not only reduce costs and increase
efficiency, but also achieve strategic objectives.
Based on the research idea of "analyzing the current situation - finding problems -
solving problems", this paper studies the comprehensive budget management of PC
Property Company. Through the analysis of the current management situation of PC
Property Company, it is found that there are some problems in the system level,
preparation process, implementation and assessment of comprehensive budget
management. At the level of comprehensive budget management system, this paper
focuses on the lack of management functions caused by the incompleteness of its
