摘要
近年来,我国信用卡市场规模在快速扩张,信用卡业务凭借着拓展客群、绑定存
款、提升中间收入等多方面优势,成为了商业银行的主要营收业务之一。又由于信用
卡集预支消费、便捷支付、存取款等多元化功能及服务于一体,越来越受到国民的欢
迎和喜爱,国民用卡量与日俱增。而在信用卡促进市场消费、为国民带来消费便利、
为银行带来利润的同时,由于金融体系脆弱性、持卡人需求多样性、信息不对称性、
业务滞后性等特点,恶意透支、非法套现、信用卡盗刷等业务风险事件层出不穷,为
商业银行和信用卡用户带来了巨大的风险隐患,使商业银行和信用卡用户遭受大量经
济损失。目前,各商业银行已经意识到信用卡业务风险防控的重要性,纷纷采取了信
用卡业务风险管理手段,但还处于待完善阶段。提高信用卡业务风险管理水平、优化
管理措施仍是各商业银行亟需解决的问题。
本文以实际工作出发,将 X银行 C分行信用卡业务风险管理作为研究对象。首
先,通过翻阅相关文献归纳总结出信用卡业务风险相关概念和理论,为本文提供了理
论基础;其次,阐述 X银行 C分行信用卡业务风险管理现状、梳理该行风险管理流
程,为本文提供了现实依据;再次,采取层次分析法和模糊综合评价法对 X银行 C
分行信用卡业务风险进行评价,总结 X银行 C分行信用卡业务风险管理时存在的问
题;然后进一步分析问题及问题的成因;最后,针对各个问题及成因提出具体改进对
策。
研究结论显示,X银行 C分行应从以下五方面提升信用卡业务风险管理水平,
一是重塑发卡风险识别管控机制,规范尽职调查程序、制定营销客群指引、完善人员
管理制度、重视专业人才队伍建设;二是提升卡片审批风险分析水平,严格制定业务
审核标准、升级改进信用评价系统;三是优化交易动态风险监控模式,建立健全预警
监控体系、缩短可疑业务处理时限、加强特约商户日常管理;四是健全逾期业务风险
化解制度,丰富逾期催收形式、提升逾期催收质效、简化呆账核销流程;五是强化宏
观风险管理力度,重建整体风险管理机制、加强金融知识社会宣传。期望通过提升 X
银行 C分行信用卡业务管理水平,以小见大,为我国商业银行信用卡业务风险管理
带来参考及借鉴意义,进而推进我国信用卡业务市场健康、可持续发展。

Abstract
In recent years, the scale of credit card market in China is growing rapidly. Credit
card business has become one of the major operations in commercial bank that depends on
the advantage of extending customers, binding the deposit in bank and advancing
intellectual profits. Also because the credit card set its advance consumption, convenient
payment, deposit and withdrawal and other diversified functions and services in one, more
and more people welcome and love, the national use of the card is increasing. And promote
market in credit card consumption, brought consumer convenience for citizens and bring
profits for Banks, at the same time, due to the vulnerability of the financial system, the
cardholder demand diversity, information asymmetry, hysteresis characteristics, malicious
overdraft, illegal cash, credit card stolen brush and other business risk events emerge in
endlessly, for commercial Banks and credit card users brought huge risks, Commercial
banks and credit card users suffer huge economic losses. At present, every commercial
bank has coming to realize the significance of prevent credit card business risks and has
been taking management tools of credit card business, but these tools are still being
perfected. Advancing the level of credit card business risk management and optimizing
management measures are still urgent problems for commercial banks.
Based on the practice, this thesis investigates credit card business risk management of
C Branch of X Bank, First of all, through the consulting relevant literature and summarize
the concept and theory of credit card business risk management, it provides the theoretical
basis for this thesis; Secondly, expounding the risk management status of credit card
business of C Branch of X Bank and combs the risk management process of the bank, it
provides a realistic basis for this thesis; Thirdly, AHP and fuzzy comprehensive evaluation
method are adopted to evaluate the risk of the credit card business of the bank and
summarize the problems existing in the risk management of the credit card business of C
Branch of B Bank; Afterwords, further analyze the problems and causes; Finally, according
to the problems and causes of the credit card business risk management of the bank, put
forward specific improvement countermeasures.
The results shows that C Branch of X Bank should advance the level of credit card
business risk management in the following five aspects: First, reshape the risk
identification and control mechanism of card issuing, standardize due diligence procedures,
