I 摘要 随着汽车欧亿·体育(中国)有限公司内低能耗、环保及安全性要求的提高,其发动机、变速器等一系 列关键核心零件也将技术升级。GFx自动变速器符合汽车欧亿·体育(中国)有限公司发展趋势,其核心部 件的构成组件产品将会有广阔的市场发展前景。SY公司GFx自动变速器换挡机构技 术改造项目具有投资额大,项目建设期较长,不确定因素较多等特点,该技术改造 项目进行后评估,对总结经验,发现问题,及时调整与纠偏具有现实意义。 本文依托项目后评估理论,以GFx自动变速器换挡机构技术改造项目为对象, 从项目前期工作后评估、实施及运行后评估、影响与可持续性后评估三个维度,运 用因果分析法、对比分析法、成功度法等方法,对该技术改造项目进行后评估。运 用因果分析法对项目前期工作从可行性研究、决策程序、招投标工作三方面进行分 析,认为由于可研报告对该项目风险估计不足,前瞻性不够,导致实际投产中出现 物料能源消耗高的问题。运用对比法对实施及运行后评估中的经济效益指标值进行 分析,得出该项目具有盈利能力的结论。运用成功度法对环境影响、可持续性发展、 社会影响三个指标进行打分,得出项目影响与可持续性较好,能够增加企业竞争力。 通过后评估也发现该项目存在施工图纸变更多、原材料能耗高、风险估计不足等问 题。针对这些问题,提出统筹考虑原料资源国产化,保证原料供应;减少物料损失; 采用进口设备,强化项目管理等对策和建议。 关键词:技术改造;项目评价;投资分析;后评估 中原工学院硕士学位论文Abstract II Abstract Withtheimprovementoflowenergyconsumption,environmentalprotectionand safetyrequirementsintheautomobileindustry,aseriesofkeycorepartssuchasengine andtransmissionwillalsoupgradethetechnology.GFxautomatictransmissioninline withthedevelopmenttrendoftheautomotiveindustry,itscorecomponentscomponent productswillhaveabroadmarketdevelopmentprospects.Thetechnicaltransformation projectofGFxautomatictransmissionshiftmechanismofShanghaitransportation companyhasthecharacteristicsoflargeinvestment,longconstructionperiodandmany uncertainfactors,etc.Thepost-evaluationofthistechnicaltransformationprojectisof practicalsignificanceforsummarizingexperience,findingproblems,timelyadjustment andcorrection. Theory,inthispaper,basedonprojectevaluationtoGFxautomatictransmission shiftinstitutionstechnicaltransformationprojectastheobject,fromthepre-project post-evaluation,implementationandrunningpost-evaluation,impactandsustainability post-evaluationfromthreedimensions,usingcomparativemethod,successdegreemethod, causalanalysis,thetechnicalrenovationprojectofpost-evaluation.Byusingcausal analysismethodtoanalyzesthepreliminaryworkoftheprojectfromthefollowingthree aspects:feasibilitystudy,decision-makingprocedureandbidding,andholdsthattherisk estimationoftheprojectinthefeasibilityreportisinsufficientandtheforesightis insufficient,whichleadstotheproblemofhighmaterialandenergyconsumptioninthe actualproduction.Thecomparativemethodisusedtoanalyzetheeconomicbenefitindex valueintheevaluationafterimplementationandoperation,andtheconclusionthatthe projectisprofitableisdrawn.Byusingthesuccessdegreemethodtoscorethethree indicatorsofenvironmentalimpact,sustainabledevelopmentandsocialimpact,itcanbe concludedthattheprojectimpactandsustainabilityaregood,whichcanincreasethe competitivenessofenterprises.Throughthepost-evaluation,itisalsofoundthatthe projecthasmanyproblems,suchasmanychangesinconstructiondrawings,highenergy consumptionofrawmaterials,andinsufficientriskestimation.Inviewoftheseproblems, itisputforwardthatthelocalizationofrawmaterialresourcesshouldbeconsideredasa wholetoensurethesupplyofrawmaterials.Reducematerialloss;Adoptimported equipment,strengthenprojectmanagementandothercountermeasuresandSuggestions.
