地方政府投融资公司是由地方政府及其部门机构设立，承担地方政府项目 建设融资职能，在地方基础设施建设融资上发挥了巨大作用。然而这个过程中 也形成了巨额的政府债务。截至2017年底，全国各平台合计基础设施类项目有 息债务约为32万亿元。一些地方基础设施项目存在手续不全、违规融资、项目 尽职调查不充分、政企关系部分丧失、平台公司项目评审机制不健全问题，加 上基建政策变动、土地市场下行等宏观形势等不断变化，地方政府过度融资背 后潜藏的是巨大的风险。YZ公司作为地方政府投融资公司，为地方发展特别是 基础设施建设贡献了很大的力量，然而项目内部管理的不规范给公司带来巨大 风险因素，在这种情况下，如何防范基础设施投资项目面临的各种风险因素， 完善YZ公司对于此类项目的风险管理措施，建立起有效地风险防控系统，成为 目前YZ公司面临的突出问题。 FMEA即失效模式与效应分析，是一种可靠性分析的重要定性分析方法，用 来研究识别产品或服务在设计、制造或组装过程中的所有可能的失效，并对各 种失效模式可能对产品或者服务产生的影响进行详细的分析和评价，同时也对 各失效模式的发生频度、严重度以及可探测度进行评估。 本文将FMEA引入到YZ公司基础设施投资项目的风险管理中。通过运用 FMEA，从风险识别及风险分析两个方面着手，识别项目运作流程各环节的风险 及其起因机理和风险造成的后果，并通过对风险严重度、发生频度和可探测度 的分析，得出各风险项（即失效模式）的风险系数（风险系数=风险严重度*发 生频度*可探测度），对风险系数较高的风险项进行重点防控，进而对YZ公司 项目运作流程进行改进，使其更能适用于YZ公司目前项目投资情况，最终持续 降低YZ公司基础设施投资项目风险，提升项目风险管理水平。 本文研究将FMEA应用于基础设施投资项目的风险管理中，具有流程清晰、 可执行性强、全员参与和事前预防等特点，它提供了一套完整的工作程序和系 统的分析方法，运用理论解决实际问题，对YZ公司具有十分重要的理论和现实 意义。 关键词：YZ公司；基础设施投资项目风险管理；项目投资运作流程；FMEA II Abstract Localgovernmentinvestmentandfinancingcompaniesaresetupbylocal governmentsandtheirdepartments,whichundertakethefinancingfunctionoflocal governmentprojectconstructionandplayahugeroleinthefinancingoflocal infrastructureconstruction.However,ahugeamountofgovernmentdebthasbeen formedinthisprocess.Bytheendof2017,thetotalinterestbearingdebtof infrastructureprojectsofallplatformsinChinawasabout32trillionyuan.Insome localinfrastructureprojects,therearesomeproblemssuchasincompleteprocedures, illegalfinancing,inadequateduediligence,partiallossofgovernmententerprise relations,imperfectprojectreviewmechanismofplatformcompanies,coupledwith changesininfrastructurepolicy,landmarketdownturnandothermacrosituations, etc.,whichleadtohugerisksbehindexcessivefinancingoflocalgovernments.YZ company,asaninvestmentandfinancingcompanyoflocalgovernment,has contributedalottolocaldevelopment,especiallyinfrastructureconstruction. However,thenonstandardinternalmanagementoftheprojecthasbroughthugerisk factorstothecompany.Inthiscase,howtopreventvariousriskfactorsfacedby infrastructureinvestmentprojects,improvetheriskmanagementmeasuresofYZ companyforsuchprojects,andestablishaneffectivewindRiskpreventionand controlsystemhasbecomeaprominentproblemforYZcompany. FMEA,namelyfailuremodeandeffectanalysis,isanimportantqualitative analysismethodofreliabilityanalysis,whichisusedtostudyandidentifyallpossible failuresofproductsorservicesintheprocessofdesign,manufacturingorassembly, andtoanalyzeandevaluatethepossibleimpactofvariousfailuremodesonproducts orservicesindetail,aswellasthefrequency,severityandfeasibilityofeachfailure modeThedegreeofdetectionisevaluated. ThispaperintroducesFMEAintotheriskmanagementofYZcompany's infrastructureinvestmentproject.ThroughtheuseofFMEA,fromthetwoaspectsof riskidentificationandriskanalysis,identifytherisksineachlinkoftheproject operationprocess,theircauses,mechanismsandconsequencescausedbyrisks,and III throughtheanalysisofriskseverity,occurrencefrequencyanddetectability,getthe riskcoefficient(riskcoefficient=riskseverity*occurrencefrequency*detectability) ofeachriskitem(i.e.failuremode),andtheriskcoefficient(riskcoefficient=risk severity*occurrencefrequency*detectability)ofeachriskitemFocusonprevention andcontrolofriskitemswithhighriskcoefficient,andthenimprovetheproject operationprocessofYZcompanytomakeitmoresuitableforthecurrentproject investmentsituationofYZcompany,andfinallycontinuouslyreducetheriskof infrastructureinvestmentprojectofYZcompany,andimprovethelevelofproject riskmanagement. ThispaperstudiestheapplicationofFMEAintheriskmanagementof infrastructureinvestmentprojects,whichhasthecharacteristicsofclearprocess, strongenforceability,fullparticipationandpreventioninadvance.Itprovidesa completesetofworkingproceduresandsystematicanalysismethods.Itisofgreat theoreticalandpracticalsignificanceforYZcompanytousetheorytosolvepractical problems.
