iii 摘要 公交先行政策是我国政府部门应对城市化进程中的城市病问题而推行的公共 交通政策。在公交先行的背景下,公交场站资源一体化开发不足以及公交企业财 务问题制约着城市公交系统的可持续发展。因此,有必要立足公交场站资源的特 点,探讨公交企业公交场站资源开发策略,为我国公交企业公交场站资源开发提 供策略依据。 从国内外文献梳理来看,交通资源一体化开发研究主要集中在公共交通的 TOD开发等方面,本文基于TOD开发思路,分析和梳理公交场站资源特性,分析 了公交场站开发的可行性,综合国内外案例的基础上,提出了公交场站的一体化 开发的策略选择。在此基础上,以北京某保修厂场站为案例,采用层次分析法, 构建了相应的评价指标体系,通过专家打分的方法最终确定了其开发策略。 本论文的主要结论包括:(1)公交场站一体化开发策略取决于公交场站的资 源属性以及城市区位特征等内外部条件。根据不同属性,公交场站一体化开发策 略可以分为公交综合高端商务开发策略、公交综合商住配套开发策略、公交综合 通勤职住开发策略等三种类型。(2)以北京某集团的站场开发为样本,分析了其 开发策略选择。构建了相应的评价指标体系,运用经济环境维度、区位环境维度、 社会环境维度以及政策环境维度等四个维度,最终确定该场站适合公交综合通勤 职住开发策略。(3)案例分析进一步验证了公交企业需要立足公交场站的资源条 件以及相应的环境条件来进行开发策略的确定。论文提供了国内外多个场站案例, 包括加拿大蒙特利尔“地下城”开发案例、SMRT公司轨道交通场站开发案例、武汉 公交集团武胜路公交枢纽站改造开发案例、重庆公共交通控股有限公司大佛寺公 交站场物业开发案例。 总之,公交场站开发是国家和部委政策支持的重要领域,对促进土地开发和 商业发展,繁荣城市经济,促进产业升级发展,具有十分重要的作用。构建符合 具体城市需求的公交企业场站资源开发策略,是实现公交站场交通和经济社会职 能的重要基础条件。 关键词:公交场站;一体化开发策略;层次分析法 北京交通大学硕士学位论文摘要 iv ABSTRACT The“BusFirst”policyisapublictransportationpolicyimplementedbytheChinese governmentinresponsetourbandiseasesintheprocessofurbanization.Inthecontext of“BusFirst”,thelackofintegrateddevelopmentofbusstationresourcesandthe financialproblemsofbuscompaniesrestrictthesustainabledevelopmentofurban publictransportationsystems.Therefore,accordingtothecharacteristicsofbusstation resources,itisnecessarytoexplorethedevelopmentstrategyofbusstationresourcesto provideastrategicbasisforcomprehensivedevelopmentofChina'sbusstation resources. Fromthedomesticandinternationalliteraturereview,theintegrateddevelopment researchontransportationresourcesismainlyfocusesontheTODdevelopmentof publictransportation.BasedonthedevelopmentideaofTOD,thispaperanalyzesand combsthecharacteristicsofbusstationresources,analyzesthefeasibilityofthe developmentofbusstation,andputsforwardthestrategychoiceofintegrated developmentofbusstationonthebasisofdomesticandforeigncases.Basedonthis, thispapertakesawarrantyplantstationinBeijingasacase,usestheanalytichierarchy process(AHP),constructsthecorrespondingevaluationindexsystem,andfinally determinesthedevelopmentstrategythroughthemethodofexpertscoring. Themainconclusionsofthispaperinclude:(1)theintegrateddevelopmentstrategyof busstationsdependsontheinternalandexternalconditionssuchastheresource attributesofbusstationsandthelocationcharacteristicsofcities.Thispaper summarizestheintegrateddevelopmentstrategyofbusstationsintothree typesaccordingtodifferentattributes:comprehensivehigh-endbusinessdevelopment strategy,comprehensivebusinessandresidentialdevelopmentstrategy,and comprehensivecommutingcareerandresidentialdevelopmentstrategy. (2)takingthestationdevelopmentofagroupinBeijingasasample,thepaperanalyzes thedevelopmentstrategyselection.Thispaperconstructsthecorrespondingevaluation indexsystem,whichincludestheeconomicenvironmentdimension,thelocation environmentdimension,thesocialenvironmentdimensionandthepolicyenvironment dimension.Theresultsfinallydisplaythatthestationissuitableforcomprehensive commutingcareerandresidentialdevelopmentstrategy. 北京交通大学硕士学位论文摘要 v (3)thecasestudyfurtherverifiesthatthebusenterprisesneedtodeterminethe developmentstrategiesbasedontheresourceconditionsandthecorresponding environmentalconditionsofbusstations.Thispaperprovidesanumberofstationcases athomeandabroad,includingCanadaMontreal“Dungeon”developmentcase, SingaporeRailTransitStationdevelopmentcase,WuhanWushengRoadPublic TransportHubdevelopmentcase,andChongqingDafosiBusStationdevelopmentcase. Inshort,thedevelopmentofbusstationisanimportantareasupportedbythenational andministrypolicies,andplaysanimportantroleinpromotinglanddevelopmentand commercialdevelopment,prosperingtheurbaneconomy,andpromotingindustrial upgrading.Constructingdevelopmentstrategyofbusenterprises'busstationresources thatmeetsthespecificcityneedsisanimportantbasicconditionforrealizingthetraffic andeconomicandsocialfunctionsofthebusstation.
