由于资本市场的发展及形势的改变,资源收缩、机构运作、财政风险增加等问 题成为地方资产管理公司普遍存在的问题。首先,企业资产的升值和企业将来的发 展都与资产管理公司的发展战略紧密关联。在当前的市场经济形势下,资产管理公 司不得不利用转型来保证其持续发展。因此,资产管理公司要改变自身的思维方式, 转变传统的思想观念,根据新的市场情况对企业发展战略做出相应的调整,以保证 其在新型市场中的竞争能力;其次,银监会对地方资产管理公司的限制也逐渐减少, 主要的限制范围在不良资产转移和公司数量上,由此也给地方资产管理公司提供了 进一步发展的机会。根据以上所述,本文将对 EQ 国有资产经营有限公司做相关研 究和分析,分析其在新市场背景下转型与发展。本文的主要研究工作有以下几方面: 首先,对与本文相关的概念与理论进行了阐释,包括对企业战略、战略管理以 及地方政府融资平台概念的界定和对 PEST 分析与 SWOT 分析等企业战略分析方法 的说明,以为下文的研究奠定理论基础。 其次,通过对 EQ 国资公司的概况、财务状况、组织结构、治理结构、以及运 营状况为分析的主要切入点,揭示目前 EQ 国资公司的发展现状,并指出其现行发 展战略存在的问题:债务负担沉重、业务结构急需调整、总部管理职能发育不足、 政府支持力度有待加强以及人力资源管理市场化程度不高,致使 EQ 国资公司必须 实现转型,才能促进自身的进一步发展。 再次,分析 EQ 国资公司进行战略转型的社会经济市场条件,主要涉及产业环 境、宏观环境、区域环境等,分析出 EQ 国资公司转型过程中的机遇、优劣、问题, 以期能制定出适合该公司发展的转型战略。 最后,在上述基础上,制定 EQ 国资公司转型发展战略的定位、目标、选择与 实施的步骤,并提出推进 EQ 国资公司实行转型的有效措施,主要有整合重组企业 资源、政府政策支持、推动提升核心能力、完善组织管理构架、加强企业风险防控、 建立推行企业文化及强化人力资源管理等。 EQ 国资公司充分了解经济发展的新形势,并以此为基础,及时对经营结构和经 营模式做出相应的调整,保证在新的市场环境下也能稳定好地方经济,在转型的过 程中,提升实力。 关键词:EQ 国资公司;转型发展;发展战略;保障实施II Abstract Due to the development of the capital market and the changes in the situation, problems such as resource shrinkage, institutional operation, and increased financial risks have become common problems in local asset management companies.
