当前“互联网+”和全球经济一体化构筑了全新的市场环境,企业必须加快调整其 发展战略、商业模式、组织结构以及组织管理方式等,方能顺应时代要求和变化。当前 国内外企业组织结构发展趋势呈现扁平化、网络化、虚拟化、个性化、柔性化、团队化 等特点,其中扁平化成为企业组织结构变革最显著最重要的一个方式。而“互联网+” 带来的信息技术优势,更加有利于企业进行扁平化变革。因此利用“互联网+”背景下 的信息化优势进行组织结构扁平化变革已经成为企业组织结构变革的一个必然趋势。 HN 石油公司作为一家大型国有成品油销售企业,企业当前面临着“互联网+”带来 的跨界竞争、商业模式变革、国际原油价格剧烈波动、新能源快速发展等市场压力。虽 然企业经多年发展,整体规模较大,但 HN 公司的组织结构形式依然是传统科层制组织结 构,存在纵向层次多,横向部门多,管理与决策效率低下,人均创效低等问题,与跨国 石油公司和国内先进石油公司存在较大差距,其组织结构已不能适应企业所面临的环 境,无法及时响应公司发展战略,尤其是无法适应“互联网+”带来的市场变革。 本文通过研究和阐述组织结构扁平化理论的概念内涵、企业组织变革的原因和征 兆、“互联网+”对组织结构扁平化的影响等,通过理论研究分析“互联网+”与企业组 织结构扁平化变革之间的关系。结合国内外企业实践经验,深入分析 HN 石油公司当前 内外部环境对企业的影响,分析企业进行扁平化改革的必要性,从而探讨提出企业进行 组织结构扁平化变革的具体实施方案,同时对可能出现的问题提出建议,确保变革顺利 实现。本文研究对 HN 石油公司组织结构变革具有重要的参考作用,对相关企业组织结 构扁平化变革也有一定借鉴意义。 关键字:互联网+,组织结构,扁平化,石油公司III Abstract Nowadayst, Internet + and global economic integration have created a new market environment. Enterprises must speed up adjustting their development strategies, business models, organizational structures and management methods, so as to keep pace with the requirements and changes of modern times. Recently, enterprise organizational structure at home and abroad is tending to show out more flattening, networking, virtualization, personality, flexibility and teamworking, among which flattening has become the most significant and important way of organizational structure reform. Informationl and technological advantages for enterprises to carry its organizational structures flattening reform are brought by “internet+”. Therefore, making use of the information superiority of Internet + to carry out flat organizational structure reform has become an inevitable trend in the transformation of enterprise organizational structure. HN Petroleum Company, a large state-owned oil trade enterprise, is facing market pressure brought by cross boundary competition and business modes’transformation becouse of Internet +, as well as sharp fluctuations of international crude oil prices and rapid development of new energy. Although the enterprise, being great in scale, has developed for many years, its organizational structure of is still a traditional hierarchical structure with many vertical levels, many horizontal departments, inefficient management and decision-making, and low per capita efficiency. The gap between HN company and multinational oil company and domestic advanced oil company is quite big. Its present organizational structure can not adapt to the market environment any longer or responds to the company's development strategy in time, especially the market transformation brought about by Internet +. By studying and explaining the concept connotation of organizational structure flattening theory, the causes and symptoms of organizational change, and the influence of Internet + on organizational structure flattening, this essay analyzes the relationship between Internet + and the flattening reform of enterprise organizational structure through theoretical research. Based on practical experience of enterprises home and abroad, the essay deeply analyzes the impact of HN's internal and external environment on enterprises, togetherIV with the necessity for enterprises to carry out flattening reform, and puts forward the ideas, principles and objectives of enterprises' flat transformation in the Internet + environment. At the same time, it puts forward possible problems to ensure the smooth implementation of the reform. This study has an important reference role for HN Petroleum Company's organizational structure reform, and a certain significant reference value for related enterprises ‘organizational structure flattening reform.
