摘要
近年来,4K视频业务、物联网、云计算等各种新业务的产生对IP宽带网带来
了一系列挑战。对宽带网质量的要求增加,加速了宽带网质量优化的进程。面对
这一挑战,电信运营商建设的网络是否可以为客户提供快捷高效、结构稳定、产
品安全、传输高速、质量优异的网络业务应用,将是赢得激烈的市场竞争的关键
IP宽带网优化是一项周而复始往复循环的活动,适用于采用全面质量管理中
戴明环方法进行研究。本文结合全面质量管理的理论,基于PDCA循环对包头联通
IP宽带网网络质量改进进行研究
在计划P阶段,本文介绍了包头联通IP宽带网的现状,运用全面质量管理的
方法发现影响网络质量的因素主要是网络负荷。并结合实际情况,运用质量管理
工具分析了产生网络负荷的原因和要素,制定了包头联通IP宽带网质量改进措施
在执行D阶段,根据上一阶段制定的IP宽带网质量改进方案,从设备、物料、
技术三个方面实施优化
在检查C阶段,介绍了网络质量改进方案的实施成果,从网络运行参数和业
务质量性能测试以及NPS指标提升三个方面评估质量改进的效果
在处理A阶段,总结了IP宽带网质量改进效果。提出了质量持续改进的管理
思路和标准化流程;分析了循环过程中的遗留问题,提出了下一步改进思路
本文提出的基于PDCA循环质量持续改进方案使得本次优化得到了圆满成功
该研究为包头联通IP宽带网的质量管理提供理论支撑,对提升宽带网网络质量管
理水平和综合管理能力,发挥包头联通网络优势,提高竞争力,改善IP宽带网质
量管理体系,持续保证网络优化活动成功都有一定的价值和意义

Abstract
In recent years, the emergence of new business such as 4K video, Internet of things
and cloud computing has brought about a series of challenges to IP broadband network.
The increase of the quality of broadband network speeds up the process of quality
optimization of broadband network. In the face of this challenge, pipeline operators as
network providers, whether the construction of the network can provide customers with
efficient, stable structure, product safety, high-speed transmission, quality excellent
network business applications, will be the key to win the competition in the market.
In recent years, IP broadband network is facing a series of challenges, such as the
impact of 4K video services on the current broadband network traffic. The increase of
the quality of broadband network speeds up the process of quality optimization of
broadband network. In the face of these challenges, it will be a key to win the fierce
competition of the telecom market for telecom operators to provide a network with fast,
efficient, structural stability, product security, high transmission speed and good quality
network service for customers.
Optimization of IP network is a recurring cycle of activity, used in the study of the
Deming cycle method in the total quality management. In view of that theory of total
quality management, this paper studies the improvement of Baotou Unicom IP
broadband network quality based on the PDCA cycle.
In planning stage P, this paper introduces the current situation of Baotou Unicom
IP broadband network by using the method of total quality management to find out that
the main factor affecting network quality are network load. Combined with the actual
situation, the reason and factors of network load are analyzed by using the quality
management tool. The quality improvement measures of Baotou Unicom IP broadband
network are developed.
In implementation of stage D, the optimization of IP broadband network quality
improvement plan was developed from the three aspects of equipment, materials and
technology.
In inspection stage C. This paper introduces the implementation results of network
quality improvement program, evaluates the effect of quality improvement from three

aspects: network operation parameters and business quality performance test and NPS
index promotion.
In the process of stage A, the quality improvement effect of IP broadband network
is summarized. The management idea and standardization process of quality continuous
improvement are put forward. The remaining problems in the cycle are analyzed and the
next step is proposed.
In this paper, a continuous improvement scheme based on PDCA cycle quality is
proposed to make this optimization a complete success. It provides theoretical support
for the study of planning and construction for Baotou Unicom IP broadband network,
meanwhile improves the quality management level of broadband network and integrated
management capabilities by applying advantages of Baotou Unicom network, therefore
improving the competitiveness and sustainable improvement of the quality management
system of network, which ensure network activities have a certain value and
significance.
