摘要
随着高校的大规模扩招，近年来有机会读大学的学生也越来越多，所以高校中家庭
贫困学生数量也在递增，这种状况受到了社会各界的广泛关注。为了奖励品学兼优的优秀
学生和减轻贫困学生上学期间的经济压力，国家陆续出台了一系列高校学生奖助学金资助
政策与措施。与此同时奖助学金在评选发放过程中也出现了一些突出的问题，需要对奖助
学金管理方案进行改进和完善

本文以XJ 学院奖助学金资助管理方案改进为研究对象，围绕主题在阐述了研究背景、
研究目的和意义、研究内容和方法及论文框架图基础上，综述了国内外研究现状、国家奖
助学金相关概念与基本理论；展示了 XJ 学院的概况，分析了 XJ 学院奖助学金资助管理
工作中存在的问题，包括评定机构和主体缺位、客体准确界定有困难、评定过程风气不正
和评定结果反馈机制缺失等方面的问题，进而阐释了问题存在的原因，包括评选工作重视
不充分、书院间评选标准不统一、监督与处罚机制不健全、宣传教育工作不到位等方面的
原因；针对存在的问题和原因制定了系统的改进方案。从指导思想和指导原则入手，提出
以下要做出改进的内容，设立稳定的评定机构与主体、制定明确的客体认定条件、营造公
平公正的评选氛围、跟踪调查受助学生学习情况，确定了 XJ 学院奖助学金资助管理方案
改进过程中的重要环节；最后分析了改进方案实施过程中可能会出现的问题，并从充分重
视评选工作、确立统一的评选标准、健全监督和处罚机制、落实宣传教育工作等方面提出
了保障措施

本文通过对 XJ 学院奖助学金资助管理方案改进的研究，一方面有助于奖励真正优秀
学生和贫困学生，对其他学生起到激励的作用；另一方面方案改进后，有利于营造公平、
公正、公开的奖学金评选环境，从而有利于 XJ 学院的健康良性发展。同时也希望能够为
其他民办高校奖助学金资助管理工作提供可供参考的依据和借鉴

Abstract
With the expansion of college enrollment in recent years, more and more students have the
opportunity to go to college, so the number of poor students in Colleges and universities is
increasing. In order to reward outstanding students and poor students excellent in character and
learning during the school to reduce the economic pressure, the state has issued a series of
college student grants funded policies and measures. At the same time grants issued in the
selection process there have been some problems, need to award grants to improve and perfect
the management scheme.
The fund management scheme of XJ college scholarship improved as the research object,
focusing on the theme in describes the research background, research purpose and significance,
research contents and methods and framework of the paper based on the theory, summarizes the
research status at home and abroad, the state grants related concepts and medium; view of XJ
College. Analysis of the existing XJ Academy Award grant management problem in the work,
including the evaluation mechanism and the object accurately define the subject vacancy, there
are difficulties, evaluation process and evaluation of the ethos is lack of feedback mechanisms
and other aspects of the problems, and the causes of the problems are described, including the
selection of attention is not enough, the selection criteria between college not unified,
supervision and punishment mechanism is not perfect, the publicity and education work is not
in place and so on; the reasons for the problems and formulate the system reform Progressive
solution. Starting from the guiding ideology and the guiding principle, put forward the
following to improve the content, evaluation mechanism and the main body, set up a stable set

scholarships in the improvement process; the final analysis the possible improvement program

In this paper, through the study on improving funding management scheme of XJ college
scholarships, contribute to reward is really good and poor students on the one hand, the role of
incentives for other students; on the other hand improved, is conducive to the scholarship to
create a fair and open selection environment, which is conducive to the healthy development XJ
college. At the same time, it also hopes to provide reference and reference for other private
colleges and universities.
