摘要
以互联网为支持的网络经济大潮席卷了整个世界,广泛地影响和改变了传
统的企业经营方式,同时也给企业的管理者们——政府部门提出了新课题。网
络商品交易以及有关服务行为(以下简称“网络交易”)在我国发展只有短短的
十几年时间,在取得巨大成绩的同时,也给我们带来了许多发展中急需解决的
问题。各种网络犯罪行为日益增多,网络消费者权益难以得到保护。如何引导
和规范网络交易市场,使网络交易市场健康有序的发展,是摆在政府有关部门
亟待解决的问题。作为国务院“三定”方案中监管社会主义统一大市场的工商
行政管理部门,对此负有重要职责。作为一名从事基层工商行政管理工作的国
家公务员,笔者拟通过对这一领域的研究,结合工作实际,探讨对网络交易市
场的监管,并提出了对策和建议

Abstract
Network to the Internet to support the economic tide is sweeping the world, wide
influence and change the traditional business methods, and to business managers ——
government made a new topic. Commodity trading and service network in China's
development (the following abbreviation internet transaction) is only a short
period of ten years time, it's not only made great achievements, but also brought us a
lot of problems needed to solve in the development. Increasing variety of cyber
crimes, online consumer right is difficult to be protected. How to guide and regulate
the market,make the trading of commoditiedand services through the internet healthy
and orderly development, which is to be solved is placed in government
departments.As the State Council, three in the regulatory program of socialist
unified market and commercial administrative departments, which have important
responsibilities. As a monk in the basic business management of the national civil
service, the author intends to research this field, combined with actual work, discuss
the internet transaction and the regulation, and propose schemes.
