目前,在我国烟草欧亿·体育(中国)有限公司己经成我国国民经济发展的重要组成部分,整个烟草产业形
成一个较长的产业组织链条,涉及到农业、林业、加工、制造等产业部门。不可否认,
烟草业的发展在一定程度上促进了国家经济的增长⑴。就世界烟草消费的情况来看,我
国是世界上烟草消费的大国,占世界消费总量的三分之一。
然而,为了提高全民身体健康,近年来政府逐步幵始积极地推行戒烟政策,先后出
台了一系列有关全民戒烟的法律、法规和执法条例。然而,政府的戒烟政策是一把双刃
剑。一方面戒烟政策有益于提高全民健康,但在另一方面对烟草生产和销售企业必然带
来负面的影响。那么,站在企业的角度,分析和评价戒烟政策对企业发展的影响无疑具
有重要的实践意义。
本文以LY市烟草公司为例分析了企业战略的制定与实施。论文在查阅了大量的国
内外相关研究文献上,从烟草宏观政策、欧亿·体育(中国)有限公司现状和内部环境分析入手,采用SWOT
分析方法,对企业的优势、劣势、机会、威胁做出了系统的阐述,并总结出企业的总体
发展战略。基于以上的分析文中最后一章具体的阐述了企业在人才培养、市场方向转变、
多元化发展以及企业文化建设等方面的发展战略方案及控制措施。
论文系统性地构建了 LY市烟草发展战略的基本框构,为今后企业制定战略提供了
有益的启示和重要的参考价值。

Abstract
At present, the tobacco industry becomes one of the important components for our
domestic economy. And the tobacco manufacturing industry has formed a long chain of
industrial organization,which involved agriculture, forestry, manufacture, etc. It is
undeniable that the development of tobacco industry promotes the national economic growth.
From the perspective of the whole world cigarette consumption, China is the largest nation
for cigarette consumption, which accounts for one-third of the whole world's cigarette
consumption.
Nevertheless, the government is gradually starting to implement non-smoking policy in
order to enhance the general public health conditions in recent years. And a series of
non-smoking laws,regulations and enforcement provisions have also been enacted.
Nevertheless, non-smoking policy is a double-edged sword. On one hand, it can enhance
people's healthy but on the other hand it also could bring some negative impacts on the
tobacco manufacturer and sale enterprises. Thus, it is no doubt that analyzing and assessing
the non-smoking policy is of great practical significance for the tobacco company to develop.
This article takes LY Tobacco Company as a case to analyze the formulation and
implement of the enterprise strategy. Based on the large number of relevant literature, the
article researches the tobacco macroeconomic policy,industry status and internal environment
And the article also makes a systematic elaboration of the strength, weakness, opportunity and
threats analysis of this tobacco enterprise by using SWOT analysis. Based on the above
analysis, the last chapter specifically expounds personnel training, the market direction
conversion and diversified development of the enterprise. And the development strategy
program and control measures of enterprise culture construction are also expounded in the
final chapter. The article makes a systematic analysis of LY Tobacco Company development
strategy, which provides the beneficial enlightenment and important reference values for the
further research.
