摘 要
自 2008 年下半年金融危机以来，世界各主要经济体相继陷入衰
退，国际贸易持续疲软，航运需求增长乏力，国际航运业运力增长和
运量减少之间的矛盾日益激化，国际集装箱运输业出现了大面积的亏
损，部分中小企业倒闭。与此形成鲜明对比的是，东南亚等新兴经济
体的经济保持了较快增长，其表现令人刮目相看

在沉重的经营压力下，各主流航运公司开始检讨自身经营，纷纷
从战略层面改变经营模式以寻求突破。中达集运公司是中国最大的集
装箱承运人，位列世界前五。面对航运低潮，中达集运公司推出了包
括东南亚战略在内的一系列举措，以期顺利渡过困难时期。本文运用
战略管理的系统理论，结合中达集运实际，首先对中达集运的内外部
竞争环境进行了分析，然后利用 EFE、IFE 矩阵归纳、总结了中达集
运公司的机会、威胁、优势和劣势，采用 SWOT 矩阵制定了相应的备
选战略方案，随后对备选方案使用 QSPM 矩阵进行了排序，并根据企
业的资源状况确定了最终的战略方案。最后，笔者阐述了战略实施纲
要，对战略实施中的关键事项结合数据模型做了简要论述和提醒，展
望了东南亚战略实施中的战略协同

ABSTRACT
Since the financial crisis in second half 2008, the world's major
economies have been in recession, and there has been a sharp decline in
international trade business. Due to the weakness of shipping demand
growth, the contradictions between international shipping capacity and
containerized cargo quantity becomes intensified. Large loss occurred in
the enterprises of international container transport, some of Small and
Medium-sized Enterprises busted up. In contrast, Southeast Asia
emerging economies maintain rapid striking growth.
Under great pressure of economic depression, the mainstream
shipping companies have to search out their own problems and change
their business model by strategic adjustment. COSCON, ranked the top
five largest in the world, is the biggest container carrier in China, has
taken some effective measures including the Strategies in South East Asia
to tide over the difficulty. Based on the system theory of strategic
