摘要
万丈高楼平地起,扎实的基础能确保上层建筑纵有狂风暴雨也屹立不倒。基层员工
作为现代企业的主要组成部分,是现代企业人力资源管理的重点。尤其在现代制造型企
业,企业核心管理目标的实现,比如企业的生产力水平,企业的产品质量水平,很大程
度上都直接取决于企业基层员工和基层员工团队的素质和力量,所以说如何做好企业基
层员工的管理是制造类企业目前所面临最大的挑战。
绩效管理是现代人力资源管理的一个不可或缺的部分,是企业提高人力资源管理水
平的一种必要手段。科学的绩效管理,能改变员工的工作态度,能调动员工的工作积极
性,能规范员工的行为,促使员工个体进行优势叠加来影响整个组织的绩效,帮助组织
提高绩效水平。绩效管理的‘最高境界'是让员工通过自我实现来进行自我管理,及儒
家思想家老子所谓的无为而治,即在这个系统中每位员工的利益都能因为努力而得到增
加和均衡分配,每位员工都愿意为实现企业的战略目标做出贡献。
所以说,基层员工的绩效管理是否科学对现代企业的生存发展有极其重要的意义。
本文以激励理论,目标设置理论为理论研究基础,以目前最新的绩效管理方法,目
标设置法、关键绩效指标法(KPI)、平衡计分卡法(BSC)、360度多角度考评法为实践
参考依据,以文献分析法、案例分析法、数据分析法、问卷调查法等为具体分析工具,
对K公司基层员工绩效管理现状进行剖析和研究,提炼K公司基层员工绩效管理中的优
点和缺点,找到导致企业绩效管理系统问题产生的根源,以此作为依据来进行绩效体系
优化设计改进。其核心目的是探索在中小型汽车配件制造类企业框架下,当企业处于生
命周期的成长期时,如何结合员工类型和需求特点,建立科学有效的基层员工绩效管理
体系,帮助企业对基层员工进行有效管理,帮助员工进行个人绩效的保持和提升,为企
业的持续发展提供保障。
冀希望此研究可以给处于相同发展阶段的中小型汽车配件制造类企业带来启示和
帮助。

Strategy Research for Non-management Staff Performance Management
System Optimization of Company K
Abstract
There is a common saying that every skyscraper is built from the ground, the base
determines the superstructure is good or not. Non-management staff is the main part of
modern enterprise and it is the key point of human resource management system. The core
management indicators,e.x. productivity level, quality level, often determined by the personal
qualities and power of non-management staff and team,especially in modern manufacturing
enterprise. Therefore, how to well mange the non-management staff is the biggest challenge
for the manufacturing enterprise.
Performance management is a tool for the enterprise to improve the human resource
management level and also is an essential part of modern human resource management
system. The scientific performance management can change the staff work attitude, improve
the work enthusiasm and standardize the staff behavior to promote personal strength
superposition of staff for helping the improvement of organization performance level. Every
staff can self-management by self-fulfillment , including staff profit adding and even
distribution, willing to devote himself/herself to achieve the strategy target of enterprise in the
performance system. This is the ‘supreme realm'of performance management, just like
'Governing without interruption' of Laozi's Confucianism.
Therefore, we can say the scientific performance management of non-management staff
has the importance to the development of modern enterprise.
The paper based on the motivation theories and target set theories,referred to the latest
performance management method, target set method,key performance index,balance score
card and 360 angle evaluation method as practical basis, used the analysis tools of literature
analysis method, case study, data analysis method, questionnaire survey method to research
and analyze the current status of non-management staff performance management system in
K corporation. Discovered the advantage and disadvantage of non-management staff
performance management in Corporation K and analyzed the root cause of performance
management problem to improve the system. The purpose is to discover how to establish the
scientific and efficient non-management staff performance management system by combining
with the staff types and demand characteristics while in the growth period of small-medium
auto parts manufacturing enterprise for helping the enterprise mange the staff efficiently,
remaining and improving the performance of staff to provide the guarantee of enterprise
continuous improvement.
Expect the research of the paper can provide the guidance and help for the small-medium
auto parts manufacturing enterprise in growth period.
